Dragør and Tårnby Municipalities jointly offer a framework agreement for the operation and delivery of municipal transport for citizens, which is scheduled passenger transport, either as a fixed, route-based service or as variable transport. The Municipality and the supplier commit to close and trust-based cooperation with the aim of achieving common goals of quality in the transport task, continuity in transport and staffing, operational and supply security and cost-effectiveness. More specifically, the tender includes the following types of transport:

• Transport of citizens to day care and children to school, where there is a fixed transport pattern. This is about regular route transport.

• Transport of citizens to rehabilitation and nursing care, where there is a variable transport pattern. This is transport that is booked from time to time or as fixed bookings of variable transport for a longer period.

Excluded from the tender are transport of citizens by taxi, where there is a fixed transport pattern, as well as transport to institutions etc. (e.g. schools) located outside Dragør and Tårnby Municipalities, as these transports are covered by other contracts.

The bidder must, from the start of the contract, have administrative and planning resources to carry out the won transport task, including having vehicles and drivers to carry out the won transport task. Implementation takes place in the municipalities in accordance with the implementation plans that are agreed with the winning bidder. The municipalities expect the supplier to have started school transport to Kastrupgårdsskolen from 1 October 2026, where the current contract expires. Transport to day care, nursing care and rehabilitation is expected to start no later than 1 December 2026. School transport to Tårnbygårdsskolen and Kirstinehøjskolen starts first from 1 October 2027, where the current contract expires. There is one winner of the tender, but the municipalities each enter into an individual contract with the winning bidder. The contracts entered into with the municipalities are identical and based on the tender material's contract. The tender is a re-tender of the first tender (tender notice with OJEU Reference: 486658-2026), which the contracting authority had to cancel by notice on 17 July 2026, as the contracting authority had set an eligibility requirement that significantly restricted competition.
