Description

The present composite framework agreement concerns the design, implementation, commissioning, MCO/MCS and updating of the software system for the Programme d’Opération et de Pilotage d’eXpérimentations CEM (POPX), which must enable the control of experimental setups for electromagnetic emissions and measurements. These experimental setups allow for testing to reproduce strong electromagnetic field environments to which weapon systems will be subjected in order to evaluate the non-vulnerability of their critical electrical or electronic functions. This activity relies on significant mobile measurement and emission means installed in reverberation, anechoic or semi-anechoic chambers. Experimental control involves the planned command of emission equipment to generate electromagnetic field stimuli on the specimen under test and to measure, via the command of measurement equipment, the stimuli perceived by the specimen. To carry out this activity, the DGA needs a software system to operate the experimental setups remotely. In order to carry out very varied experiments, it is necessary that the experimental control software allows the configuration of the emission and measurement equipment comprising the experiment from a wide range of possibilities and also plan their implementation. Since the needs related to the experiments evolve regularly, it is necessary that the said software be evolvable both in terms of the emission and measurement equipment to be operated and the services that the control software must provide. This single-source composite framework agreement includes a fixed-price component corresponding to the design and implementation of the software. It also provides for the acquisition by the issuance of purchase orders of the Maintien en Condition Opérationnelle (MCO), Maintien en Condition de Sécurité (MCS) and instrumental updating services to integrate new equipment to be operated. Finally, it provides for the award of subsequent contracts in accordance with Articles L.2325-1, R2362-2 to R.2362-8 of the Public Procurement Code to acquire functional evolutions of the software. ---------------------------------------------------------------------------------------- The amounts indicated in sections 2 and 5 below are exclusive of taxes. The maximum amount of the composite framework agreement is 2,5 million euros exclusive of taxes. ----------------------------------------------------------------------------------------- It is specified that the deadline for the submission of tenders is 13/04/2026 at 12:00 (Paris time). Those listed in section 5.1.12 are in UTC format. ---------------------------------------------------------------------------------------- This is a Defence and Security Contract. ---------------------------------------------------------------------------------------- In addition to section 5.1.15: This is a single-source composite framework agreement (with a fixed-price item, a purchase order item and a subsequent contract item). --------------------------------------------------------------------------------------- The contract has a duration of 7 years. --------------------------------------------------------------------------------------- Candidates must specify whether they are applying individually or as a group. It is prohibited for candidates to submit multiple offers, acting both as individual candidates and as members of one or more groups or as members of several groups. The composition of the groups may be modified, and it is possible to form new ones between the submission of applications and the submission of initial tenders if all the members of the new group, presented at the tender stage, have been authorized at the application stage to submit a tender or to participate in it, at least as an accepted subcontractor in the application phase. The newly formed group must meet the requirements relating to the capacities of the candidates. Furthermore, the provisions of Articles R2142-23 and R2342-14 of the CCP apply. Documents contained in the application file requiring a signature must be signed by a person authorized to commit the company (with the name, first name, and position of the signatory, and with the company's stamp). If the signatory of the documents does not appear in the public information via the SIREN number or the equivalent document for candidates established abroad, any document attesting to the signatory's capacity to commit the company must be provided. With regard to electronic files, a signed zip file does not constitute a signature of the documents it contains. Each document for which a signature is required must be signed electronically and separately by a person authorized to commit the company (cf. 'Modalities of transmission of tenders' referred to in section 2.1.4). A scanned handwritten signature cannot replace the electronic signature. All members of the group must opt for the same signature format (handwritten or electronic) without the possibility of mixing the two types of signatures. The provision of all the elements/documents listed in sections 2.1.6, 5.1.9, 5.1.12 is essential, on pain of rejection of the economic operator's application. Documents submitted in support of applications in a language other than French must be accompanied by a translation into French. Only the French version is authentic. In accordance with Article R 2342-7 of the Public Procurement Code, this procedure is not open to economic operators from third countries to the European Union or the European Economic Area.
