For the safe and efficient disposal of ammunition, loose explosives, and pyrotechnic items, a rotary kiln system is required to supplement the existing plant pool. This system must enable fully continuous operation in 24/7 mode. The entire system must be approvable under the Federal Emission Control Act, i.e., it must be equipped with suitable flue gas cleaning. Since not only munitions in the sense of § 3 Abs. 2 Nr. 14 are to be disposed of, but also those subject to the Circular Economy Act, the flue gas cleaning must meet the requirements of the 17th BImSchV in all operating states. The scope of services must include at least planning, manufacture, delivery, erection, commissioning, and training of operating personnel. The contractor must also support the approval process, initiated by the client, by providing all necessary documentation and information in a timely manner.
