Municipal treasury service. The subject of this contract is the treasury service of the Municipality of Taranto and consists of the set of operations related to the financial management of the local authority, aimed in particular at the collection of income, the payment of expenses, the custody of securities and values, and the related obligations provided for by law, the statute, the regulations of the authority or contractual rules. The successful banking institution assumes the role of Treasurer and provides for all the obligations provided for by the laws and the present Specifications, taking on the relative responsibilities. The contract is a lump sum and is made up of a single lot since, due to the characteristics of the service and the particular execution methods of the services, unitary and homogeneous management by a single economic operator is necessary, in order to ensure the effective coordination of the activities subject to the contract and the optimisation of resources. The total amount of the contract set as the tender base for the five-year duration amounts to € 1,600,000.00 (one million six hundred thousand/00), VAT exempt. The costs related to the advance of treasury (interest and availability commission) are not included in the amount set as the tender base, as they are potential and dependent on actual activation. The Authority has closed the title dossiers in custody with the municipal treasury; therefore, the 'all-inclusive consideration for the treasury and cash service' is considered to be exempt under Article 10, first paragraph, no. 1) of Legislative Decree no. 633 of 1972 (in accordance with the opinion of the Italian Revenue Agency Response no. 188/2023). The tender base amount includes the labour costs that the contracting authority has estimated to be € 203,580.00 for a period of five years.
