Poland – Electricity – Kompleksowa dostawa energii elektrycznej, obejmująca sprzedaż energii elektrycznej oraz świadczenie usługi dystrybucji dla Powiatu Słupeckiego w okresie od 01.01.2027 r. do 31.12.2029 r.

The subject of the contract is the provision of a comprehensive electricity supply service, including the sale of electricity and the provision of distribution services, from 01.01.2027 to 31.12.2029, for the following organisational units of Słupecki County: 1) Słupecki County Office, 2) Gen. Władysław Sikorski Vocational School Complex in Słupca, 3) Comprehensive and Vocational School Complex in Zagórowie, 4) Economic School Complex in Słupca, 5) Special Educational and Care Centre in Słupca, 6) County Roads Authority with headquarters in Słomczyce, 7) Crisis Intervention Support Centre for Children and Youth in Lądek, 8) County Inter-School Sports Centre in Słupca, 9) General Secondary School in Słupca, 10) Social Assistance Home in Zagórowie, 11) Social Assistance Home in Strzałkowie, 12) Social Assistance Home in Skubarczewo, 13) Vocational and Continuing Education Centre in Strzałkowie. Their addresses and other relevant data are specified in Annex No. 2 to the SWZ. 2. The value of the electricity demand indicated in the SWZ documents is an estimate, which does not reflect the actual or declared use of electricity during the contract period and in no way can be the basis for any claims by the Contractor. Actual settlements will be made based on the current readings of the metering and billing systems for electricity supply according to the Contractor's offer, and for electricity distribution based on the fees resulting from the Tariff for electricity distribution services. 3. The supply of electricity and the provision of distribution services will be carried out under the conditions specified in the Act – Energy Law of 10 April 1997 (i.e. Journal of Laws 2026 item 43 as amended), executive regulations, and in particular the Regulation of the Minister of Climate and Environment of 22 March 2023 on the specific conditions for the operation of the power system (Journal of Laws of 2025, item 915) and other generally applicable legal provisions. 4. The Contractor is obliged to have, by the date of commencement of the comprehensive service under the contract with the Distribution System Operator, to whose network the Contracting Authority's facilities are connected, a contract enabling the provision of the comprehensive service for the facilities covered by this contract. 5. The planned average annual electricity consumption: 870,454 MWh (+/-) 30%. 6. A detailed description of the subject of the contract is given in Annex No. 2 to the SWZ. 7. The conditions for the implementation of the Subject of the Contract are also set out in the Essential Terms of the Contract, which is Annex No. 3 to the SWZ. 8. The procedure for awarding the public contract is conducted in the form of an unrestricted tender, in which any interested Contractors may submit offers in response to the contract notice, and then the Contracting Authority selects the most advantageous offer in accordance with the provisions of the Pzp Act. 9. The Contracting Authority will apply the provisions of Article 139 of the Pzp Act in this procedure. In this regard, the Contracting Authority will first conduct an examination and evaluation of the offers, and then qualify the Contractor whose offer was highest rated, in terms of the absence of grounds for exclusion and the fulfilment of the conditions for participation in the procedure. In such a case, the Contractor is not obliged to submit a declaration (JEDZ) with the offer, which will be submitted at the request of the Contracting Authority, exclusively by that Contractor whose offer was highest rated. 10. The subject of the contract has not been divided into parts. The Contractor may submit a single offer for the contract which is the subject of this procedure.
