The subject of the procurement is a turnkey solar power system to be delivered to Finavia's properties on a "keys to hands" basis, with the contents more specifically described in the tender documents. The system will be implemented as a phased comprehensive contract. The estimated implementation period is during the years 2026-2028. The procurement includes design, supply, installation, commissioning, documentation, and regulatory processes. The contract type for the solar power system is a comprehensive contract. All works related to the construction of the solar power system will be carried out on the joint worksite and contract area of the building as follows:

1. Design of the solar power system.

2. Installation of the system, including panels, racks, inverters, cabling, and other required components up to the agreed contract interface (usually the electrical center).

3. Works related to the commissioning and acceptance of the solar power system, operational and regulatory inspections, tests, user training, and documentation required for technical maintenance.

4. If necessary, maintenance of the system according to a separate maintenance plan.

Procedure and Framework Agreement

The procurement will be carried out through a negotiated procedure. As a result of the procedure, a framework agreement will be established for the period 2026–2028. Up to four (4) suppliers will be selected for the framework agreement.

Sub-areas 1-7

The sub-areas serve as example cases prepared for comparison and pricing. The sub-areas do not constitute a commitment to implement individual cases. The contractor for individual cases will be selected through internal mini-competitions within the framework agreement.

Phased Procedure and Selection

Phase 1: Assessment of bidders' suitability.

Phase 2: Preliminary tenders. Based on this phase, up to 5 bidders will be selected for the negotiation phase.

Phase 3: Negotiations.

Phase 4: Final tenders and selection for the framework agreement. Up to four (4) suppliers will be selected for the framework agreement.

Evaluation Criteria

In Phase 1, the bidder must meet the minimum criteria and requirements defined in this participation request.

In Phase 2, the evaluation is based on price.

In Phase 3, negotiations will be conducted on the content of the implementations.

In Phase 4, the final procurement decision is based on the final tenders, where the evaluation criteria are overall economic advantage with weighting: price 80% and quality 20%.

Mini-competitions

During the validity of the framework agreement, individual procurements will be carried out as project-specific mini-competitions among the suppliers selected for the framework agreement. In the mini-competition, the requirements, schedule, and evaluation criteria for the project will be specified.
