By becoming the owner of the entire regional road fleet, Île de France Mobilités assumes responsibility for a large-scale asset, which it wants to be more sustainable. While the day-to-day maintenance of the vehicles is carried out by the delegates as part of their contractual obligations, the establishment must ensure the quality and longevity of its equipment by ensuring that the maintenance is properly carried out by the operators. They are responsible for the day-to-day and asset maintenance of the vehicles made available to them, in accordance with the contractual requirements, particularly those of Annex D8. This delegated maintenance must meet several fundamental requirements:

- An organization of resources adapted to the fleet operated;

- Mastery of the skills necessary for all levels of maintenance;

- Effective planning of preventive and corrective operations;

- Rigorous use of the CMMS ensuring traceability of interventions;

- Efficient management of spare parts;

- Compliance with the monitoring of subcontracted operations.

A contractual monitoring system, including evaluation and penalty mechanisms, allows the obligations of the delegates to be framed. In this context, Île de France Mobilités wishes to complement this monitoring with the implementation of independent and objective field audits, aimed at verifying the proper application of asset maintenance procedures and the compliance of operational practices with contractual and regulatory requirements. The present consultation concerns a framework agreement concluded at a lump sum price (lot 1) and at unit prices (lot 2)
