Finland – Miscellaneous cleaning machines – Siivouskoneet ja siivouskoneiden huolto- ja korjauspalvelut

The subject of the procurement are cleaning machines and maintenance and repair services for cleaning machines. The procurement is divided into five (5) sub-lots as follows:

Sub-lot 1) Vacuum cleaners and pressure washing equipment

Sub-lot 2) Washing machines and drying drums intended for the washing of cleaning textiles

Sub-lot 3) Combination machines

Sub-lot 4) Robotic vacuum cleaners

Sub-lot 5) Maintenance and repair services for cleaning machines

The subject of the procurement for sub-lots 1-4 are cleaning machines suitable for professional use in the cleaning sector, delivered according to the terms of TOP Finnterms 2001 to the buyers' delivery destinations in the South Karelia region. The objective of the procurement of cleaning machines is to obtain machines suitable for professional use, of high quality, and delivered with good operational reliability and service. The cleaning machines must comply with the directly applicable regulations of the European Union, Finnish laws and decrees, and instructions issued by authorities, including those related to structure, equipment, occupational and fire safety, and electrical safety.

The subject of the procurement for sub-lot 5 is the provision of maintenance and repair services for machines used in institutional cleaning (vacuum cleaners, pressure washing equipment, combination machines, and floor care machines) to the buyers in the South Karelia region. Maintenance and repair services are primarily carried out on weekdays between 7:00 AM and 4:00 PM. Repair service means maintenance and repair works ordered separately by the buyer to restore the machine's functionality or operational condition. Maintenance service means maintenance measures for machines, such as annual maintenance or periodic maintenance carried out in accordance with the manufacturer's recommendations and instructions. The maintenance and repair service to be procured in sub-lot 5 does not include warranty maintenance and repair services for cleaning machines.

For sub-lots 1, 2, and 4, one (1) contract supplier is selected for the framework agreement. For sub-lots 3 and 5, two (2) contract suppliers are selected for the framework agreement, unless there are fewer acceptable suppliers.

A tenderer may submit a tender for one or more sub-lots. Partial tenders within sub-lots are not accepted.

The target start date for the contract period for the procurement of cleaning machines and maintenance and repair services for cleaning machines is 01.11.2026, and the target end date is 31.10.2028. The procuring entity also reserves the right, if desired, to extend the contracts by two one-year (12 months) option periods (1+1).

The quantities to be procured, as stated in the tender notice, are the buyers' estimated annual needs. The buyers are not bound by the quantities estimated in the tender notice, but goods and/or services are procured as needed.
