Poland – Data supply services – Usługa przeglądu wysokorozdzielczych danych satelitarnych, wspomagająca aktualizację bazy LPIS poprzez identyfikację zmian na działkach rolnych

The subject of the contract is: 1.1. the provision by the Contractor of the Service consisting of providing a high-resolution satellite data review, aimed at identifying changes in reference plots and supporting the current update of the LPIS database by using satellite imagery to detect and analyse these changes in selected areas, as detailed in Annex 1 to the draft contract terms (hereinafter: “dct”) and meeting the requirements specified in the dct, 1.2. the provision of the Service in Polish, 1.3. the delivery to the Contracting Authority of user documentation necessary for using the Service, describing at least the available functionalities and the way of using the Service, prepared in Polish, by the date of the Service launch. The Contracting Authority allows the provision of a link to a page containing the documentation referred to in the previous sentence, 1.4. the conduct by the Contractor of training on the operation and available functionalities of the Service for 20 users (1 user = 1 licence) indicated by the Contracting Authority. The training will be conducted in Polish, electronically via the MS Teams communicator. 1.5. the guaranteed use by the Contracting Authority of a minimum of 8 000 km2 of actively reviewed imagery within the Service as part of the basic contract. 2. As part of the contract implementation, the Contractor will be obliged to: 2.1. Provide access to high-resolution satellite imagery (spatial resolution < 5 m) in true colours (RGB) in the streaming review formula (web platform – without the possibility of downloading data) with a total area of 10 000 km², performed for the territory of Poland in the period 01 March – 31 December 2026. 2.2. Provide the functionality of the map browser, including: 2.2.1. enabling basic change analysis over time (time-series) in a given period, 2.2.2. filtering satellite imagery by cloud cover level, data quality and time range. 3. The area of 10 000 km² constitutes the maximum total limit of actively reviewed satellite imagery by 20 real users (1 user = 1 licence) during the contract period. This limit applies only to areas of interest (AOI) defined by the user in real time. 4. The platform should allow users to search for and define areas of interest (AOI) in real time, by: 4.1. drawing the area directly on the map, 4.2. uploading a file defining the AOI (e.g. KML, GeoJSON, SHP). For each AOI entered in real time, the service should enable the user to obtain a list of available satellite images covering the area. 5. The area of the AOI indicated by the user in real time will be deducted from the available limit of 10 000 km² only at the time of actual loading (display) on the map base of the selected satellite image covering the area. 6. Upon reaching the total limit of 10 000 km², the service should automatically block access to further data, without the possibility of increasing the limit or purchasing additional area. In the event of the lack of functionality to block access to data after exceeding the specified limit, the Contracting Authority is not obliged to pay for the service exceeding this limit. The service should provide a data usage calculator informing the user about the used usage limit. 7. The Contracting Authority reserves the right to exercise the option right, which will consist of extending the period of providing the Service for a period not longer than 12 months. 8. In order to exercise the option right, the Contracting Authority will submit to the Contractor a statement in the form of a simple written statement or in electronic form, no later than 7 days before the expiry of the basic contract period. In the event of the Contracting Authority submitting a statement regarding the exercise of the option right within a period shorter than 7 days before the expiry of the basic contract period, the Contracting Authority may exercise the option right with the consent of the Contractor. In the event of the Contracting Authority not exercising the option right, the Contract expires at the end of the basic contract period. 9. The Contracting Authority reserves the right to exercise the option right once or several times, up to a total not exceeding the maximum remuneration referred to in § 6 para. 1 of the Contract or not exceeding the maximum period of extending the provision of the Service indicated in point 7. 10. The Contracting Authority requires that the subject of the contract be performed on the terms and conditions specified in the dct together with the annexes constituting Annex 7 to the SWZ.
