Poland – Construction, foundation and surface works for highways, roads – Przebudowa ul. Herbsta i ul. Frąckowskiego w Słupsku

The subject of the contract is the construction works involving the reconstruction of municipal roads – ul. Herbsta and ul. Frąckowskiego in Słupsk.

2. The subject of the contract includes:

1) the reconstruction of ul. Herbsta in Słupsk with a length of approximately 305 mb, including the reconstruction of the carriageway and footpaths, as well as the elevation of the surface in the area of the suggested pedestrian crossings, the construction of parking spaces, the reconstruction of entrances, the construction of storm drains, the reconstruction of street lighting and the construction of a technological canal. The scope of the investment includes: the execution of necessary demolitions, the liquidation of part of the underground reinforcement, the execution of a trench under the designed surface, the execution of excavations and embankments under the designed structures, the height regulation of existing wells for underground devices, the construction of storm drains, the construction of street lighting, the construction of a technological canal, the execution of auxiliary and main sub-base, the installation of curbs and barriers, the execution of a bituminous surface, the execution of a surface with concrete paving stones, the execution of a surface with eco-bruk concrete paving stones, humus with seeding with grass mixtures, the supply and assembly of small architectural elements (benches, bins), the execution of horizontal and vertical signage, the execution of post-construction geodetic inventory.

2) the reconstruction of ul. Frąckowskiego in Słupsk with a length of approximately 269 mb, including the change of the carriageway surface, the correction of geometry and the change of the surface of footpaths, the execution of parking spaces and entrances, as well as the elevation of sections of the carriageway in the area of the suggested pedestrian crossings; the construction of a technological canal, storm drains and street lighting. The scope of the investment includes: the execution of necessary demolitions, the relocation of a bin shelter, the liquidation of part of the underground reinforcement, the execution of a trench under the designed surface, the execution of excavations and embankments under the designed structures, the height regulation of existing wells for underground devices, the construction of storm drains, the construction of street lighting, the construction of a technological canal, the execution of auxiliary and main sub-base, the installation of curbs and barriers, the execution of a bituminous surface, the execution of a surface with concrete paving stones, the execution of a surface with eco-bruk concrete paving stones, humus with seeding with grass mixtures, the supply and assembly of small architectural elements (benches, bins), the execution of horizontal and vertical signage, the execution of post-construction geodetic inventory.

3. Additionally, the subject of the contract includes, among others, the following activities:

1) the development of a traffic organization project for the duration of the works, including obtaining the required opinions and approvals, and its implementation for the duration of the works,

2) the preparation of post-construction documentation, including a list of individual elements of the road infrastructure,

3) the execution of all other accompanying works necessary for the implementation of the subject of the contract, in particular those specified in the project documentation, industry agreements, technical specifications for the execution and acceptance of works, and in the matters,

4) the execution and assembly on the first day of the construction works of two information boards with dimensions of 180 x 120 cm, stating the co-financing of the subject investment, in a publicly accessible and well-visible place indicated by the Contracting Authority. The contractor is responsible for maintaining them in good condition throughout the investment period. The template of the boards should be in accordance with the Regulation of the Council of Ministers of 7 May 2021 on the determination of information activities undertaken by entities implementing tasks financed or co-financed from the state budget or from state special purpose funds (with later amendments), the editable digital files of which are available on the website of the Public Information Bulletin of the Chancellery of the Council of Ministers at: https://www.gov.pl/web/premier/działania-informacje. The content of the information boards and the exact place of their assembly must be agreed with the Contracting Authority before implementation.

4. Requirements regarding lighting:

1) when building the lighting, it is necessary to use luminaires, the control system of which is compatible with the system used by ZIM in Słupsk,

2) photometric measurements should be presented in electronic form,

3) before acceptance, the Contracting Authority will carry out a functionality test of the control of the new luminaires in the scope of functions defined in the electrical industry,

4) the Contracting Authority requires at least a 10-year manufacturer's warranty on the installed lighting fixtures and steel poles with brackets.

For the implementation of this contract, the City of Słupsk has received a targeted grant under the multi-annual programme called "Government Programme for Increasing the Development Opportunities of the Słupsk Land for 2019-2027".

The Contracting Authority does not envisage the possibility of selecting the most advantageous offer with the possibility of conducting negotiations. In accordance with art. 257 pt 1 of the Pzp, the Contracting Authority envisages the possibility of invalidating the subject procedure if the public funds that the Contracting Authority intended to allocate for the financing of the whole or part of the contract have not been granted to it.
