Description

The subject of the procurement is a comprehensive long-term ECG registration solution, which includes Holter devices with all accessories, repair, maintenance and spare parts services, possible standby equipment services, technical support, training services, and software usage rights for analysing ECG data with related services - in other words, all products, software and services related to and required for the long-term ECG registration of patients using a Holter device (Holter examinations). The procurement procedure will be carried out as a negotiated procedure (Public Procurement Act 1397/2016, sections 34-35). The negotiations and the overall objective of the procurement is to find the best overall solution for the long-term ECG registration of the heart (Holter examinations) that meets the needs of the procuring entity. The procurement aims to ensure reliable, safe and efficient registration of patient data and the possibility of multipurpose analysis and reporting of data for clinical operations. The comprehensive solution also provides smoothness, operational reliability and support for the customer's users and meets the needs of all units using the solution. The procurement has not been divided into parts, as a comprehensive solution is specifically sought. The reason is the structure of the markets and responsibility issues, and dividing the procurement into parts would be risky in terms of compatibility and technical functionality. The contract period is at least 4 years (to be specified later during the negotiations). The procurement is not carried out as a framework agreement, but the procurement is carried out solely by HUS. The estimated expected value of the procurement is approximately 600 000 euros excl. VAT / 48 months. This is a call for participation, with which interested bidders submit their applications. All those who have submitted an application in accordance with the requirements and meet the suitability requirements set out in this notice/ call for participation, and commit to the minimum requirements of HUS's Social Responsibility (Attachment 2) and the mandatory minimum requirements stated in the Requirements Matrix (Attachment 1), which are not negotiated, and accept the JYSE 2025 Goods Terms as such as an appendix to the contract, will be selected for the procedure. The procuring entity reserves the right to negotiate on all other matters related to the procurement, except for the mandatory minimum requirements stated in this notice/ call for participation and its appendices, which are not negotiated. The procuring entity will also negotiate on the commercial model, i.e. whether the procurement is made, for example, by leasing/leasing/buying the equipment or a combination of these. The preliminary tender invitation is attached to this call for participation. The procurement procedure is described in more detail in Attachment 3 Procurement Procedure Description. The procuring entity will select one (1) contract supplier in the procurement procedure. The selection of the best offer will take place on the following selection and comparison criteria: Price 40 % Quality 60 %, including - functional features of the software (5-20 %) - usability of the software (30-40 %) - functional features of the devices (5-20 %) The selection criteria will be specified in the negotiated procedure, in the final tender invitation. Schedule: The procuring entity's estimate of the schedule (may change as the process progresses): - Publication of the preliminary tender invitation week 21/2026 - Tendering time for submitting the preliminary tender 25 days - Sending the invitation to negotiate week 22/2026 - Negotiations weeks 23-24/2026 - Publication of the final tender invitation, if possible, at the end of June or beginning of August 2026 - Tendering time for submitting the final tender approximately 25 days - Test use weeks 37-44/2026 - Procurement decision week 46/2026 - Contract starts week 1/2027 NOTE! The documents of the preliminary tender invitation attached to this call for participation have been delivered solely for familiarisation purposes. At this stage, bidders should not submit a tender or complete the appendices of the preliminary tender invitation. Possibly fillable appendices will be published separately in connection with the preliminary tender invitation. To register for this call for participation, the bidder must complete the ESPD form and the tender invitation section "Other proposals".
