Description

This document describes the accompanying research and evaluation program for the career credit system. This is the new system of subsidised career guidance that will be implemented by the Department WEWIS from 2027 to support and strengthen professionally active persons in their career. The career credit system is the successor to the current career vouchers system. The accompanying research and evaluation program has the following objectives:

• Assess the extent to which the reform objectives of the career credit system in terms of quality, efficiency and administrative simplification have been achieved

• Assess the extent to which subsidised career guidance via the career credit system contributes to positive effects for users in the short and medium term

• Identify opportunities for further development and adjustment of the career credit system to strengthen, monitor and evaluate the effectiveness and efficiency of the system in the future

• Learn about the ways in which employees and self-employed persons can be optimally supported in their active career

To achieve these objectives, the contracting authority identifies five components:

1. Evaluation and inception study of career policy

2. Process evaluation of the career credit system

3. Evaluation of the effectiveness of the career credit system

4. Development and testing of framework for future policy monitoring and evaluation

5. Activities in the context of knowledge sharing, dissemination and validation
