Description
The Contracting Authority intends to award a framework agreement with one (1) Contractor, in accordance with article 43 §4 of the Public Procurement Act of 17 June 2016. 2. The contract relates to the execution of moving tasks on Campus Gasthuisberg, Campus Pellenberg, Campus Sint-Rafaël and the warehouses of UZ Leuven in Aarschot. The tasks to be executed can vary greatly in nature, scope and complexity. The services include, but are not limited to, the following activities: 2.1 Internal moving and logistics support - Moving furniture, office equipment, archives and medical equipment between departments, buildings and campuses. - Supporting internal reorganisations, temporary relocations and operational reorganisations. - Carrying out ad hoc logistics tasks as part of the daily hospital operations, including: o Raising and lowering desks; o Assembly and placement of furniture. - Storing and sorting building materials. - Moving heavy machines (> 1,200 kg/item), possibly discuss approach in consultation with the Contracting Authority. - Moving paintings/artworks. - Emptying and cleaning the "destination" premises for the incoming items to be moved. 2.2 Support for events and temporary installations - Setting up and dismantling event infrastructure (tables, chairs, stands, signage). - Transport and placement of material for training and public activities. 2.3 Large moving operations in the context of construction and renovation projects - Deploying larger teams for extensive moving operations during the commissioning or vacating of buildings. - Coordination and execution of phased moving trajectories in collaboration with internal services. 2.4 External moving tasks - Executing external moving operations to locations outside the hospital campuses of UZ Leuven, including, among others, the warehouses in Aarschot. - Transport of goods, furniture and equipment according to the applicable safety and quality requirements. 2.5 Unpacking, assembling and dismantling - Unpacking, placing and making (new) furniture and materials ready for use. - Assembly and dismantling of small objects, cabinets, racks and other interior elements. - Disconnecting, setting up and reconnecting ICT equipment, telephone equipment and photocopiers. - Removing and installing and laying out the cabling (electricity, telephony, data) in cable ducts. 2.6 Moving medical cabinets, laboratories and specialised equipment - Moving laboratory setups, scientific equipment and sensitive devices. - Execution with consideration of specific safety, hygiene and stability requirements. - Collaborating with specialised internal or external parties for critical equipment, if required. 2.7 Delivery of the spaces The Contractor is responsible for leaving the spaces completely empty and clean (swept clean), whereby: - no materials, waste, packaging or other items are left behind, - all floors are visibly free of dust and loose dirt. 2.8 Specific context Campus Gasthuisberg and Campus Pellenberg Given the size of Campus Gasthuisberg as well as Campus Pellenberg and the interconnection between the buildings, significant daily walking distances between different work zones must be taken into account. 3. For the daily moving tasks, an estimated 3 VTEs per day are expected to be required. For large-scale moving operations, a deployment of approximately 10 to 30 VTEs is envisaged. The calls for non-daily tasks depend on various external factors, including construction and renovation projects, freeing up of premises, organisation of events. Consequently, these tasks cannot be quantitatively determined in advance. 4. The Contracting Authority will therefore proceed to conclude a framework agreement with one tenderer. 5. The Contracting Authority will therefore be able to call up services according to the conditions determined in this framework agreement, but the Contracting Authority can always consult the Contractor who is a party to the framework agreement in writing and, if necessary, ask him to supplement his offer. 6. The duration of this framework agreement is 8 years from the date of assignment. Provided that a notice period of 3 months is observed, the Contracting Authority may terminate the framework agreement at any time without giving any reason. In order to bridge the transition period to a new framework agreement, the agreement can be extended, at the proposal of the Contracting Authority, by a maximum of 3 times 2 months. 7. The maximum total order value of the total framework agreement (over the entire duration) is limited to 7,000,000 € excl. VAT. In determining the mentioned maximum value, no account was taken of the estimated quantities included in the summary measurement. Consequently, this maximum value does not indicate the tender amount with which it can be registered. It concerns, however, the maximum value of this framework agreement, determined on the basis of the maximum quantities that can be ordered for all tasks that can be called up within this framework agreement.
