This contract concerns a framework agreement for the delivery of total consultancy services, including the delivery of design and comprehensive project materials for construction projects at AAU. The services include relevant phases as well as project management, coordination, and authority handling. The following guidelines generally apply to AAU’s procurement of total consultancy services: Projects estimated to have a value of up to kr. 450,000: - The framework agreement is used for direct allocation to the primary consultant. Projects estimated to have a value of kr. 450,000-1,200,000: - The framework agreement is used for direct allocation to the primary consultant and alternatively for conducting a mini-tender between the primary and secondary consultant. AAU aims to use mini-tenders for projects where there is a real potential to achieve a better solution through competition, particularly for tasks with high complexity, significant project risk, or a need for alternative solutions. The template in Annex 3g is used for mini-tenders. Projects estimated to have a value of over kr. 1,200,000 - AAU decides in each individual case whether to conduct a mini-tender in accordance with Annex 3g or Annex 3h, or whether to carry out another procedure, e.g. call for tenders or EU tender. The up to two consultants who win the tender will be prioritised and awarded a framework agreement based on the result of the tender, meaning there will be a primary consultant and a secondary consultant. Orders in accordance with the framework agreement are generally placed with the primary consultant, but ordering from the secondary consultant can become relevant in the situations mentioned in the framework agreement's point 3.2. The framework agreement is, as far as ordering of services is concerned, not binding, as it is exceptionally possible to procure the services outside the framework agreement if, due to specific circumstances, it is most appropriate to use another supplier. AAU can also use the concluded framework agreement regarding total consultancy services for Campus Copenhagen, provided this is assessed as relevant in the specific case. A framework agreement is being concluded, which means that the conclusion of the framework agreement in itself does not constitute an order of concrete services, but AAU can place orders for services on the terms set out in the framework agreement when the need arises during the contract period. The framework agreement covers both large projects and smaller maintenance tasks. Maintenance tasks include, for example, technical sparring, troubleshooting, minor renovations, and optimisation of indoor climate and facilities. The more specific requirements for the performance of the service appear from the terms of the agreement available in the tender material, including annexes. The framework agreement has an average annual value of approximately kr. 6,500,000. The maximum value of the total framework agreement is set at 36,400,000 kr. based on the consideration that AAU is facing ongoing development and larger projects, for which the tendered consultancy services are required. AAU has set a maximum value that can accommodate these situations and circumstances.
