Germany – Road construction works – Straßenbauarbeiten für den Energieknoten Werderland in Bremen
Description
A new central grid node is being created in the north of Bremen, which will significantly contribute to the future power supply and grid stability of the region. TenneT TSO GmbH, TenneT Offshore GmbH and wesernetz Bremen GmbH are planning the construction of two substations and a converter station for the "Energieknoten Werderland". For the traffic development of the planned energy node "Werderland", a private road of approximately 710 m in length with a 295 m long branch and turning area will be built along the eastern edge of the energy node in advance of the actual construction measures. It will initially serve as a construction road (without the top layer of the wearing course) for construction traffic and transformer transports and will then be upgraded to the final access road (application of an asphalt surface) for the 380-kV plant, the 110-kV substation and the converter station. The Energieknoten Werderland is to be developed in the west of the Bremen district of Mitte as a node between the BalWin5 earth cable route, the A 410 Conneforde-Sottrum overhead line route, the Bremen supply network and for supplying the industrial site of ArcelorMittal Bremen GmbH. Together, the Energieknoten Werderland will take into account both the increasing power demand of the region and the growing share of renewable energies, in order to reliably transport large quantities of green power and to support the conversion of the Bremen steelworks to climate-neutral production processes. At the heart of the project of the project promoter wesernetz Bremen GmbH is the construction of a new 110-kV substation, which will sustainably strengthen the regional power supply and, in the long term, replace the existing Blockland substation as a feed-in substation from the TenneT extra-high-voltage grid. In addition, TenneT TSO GmbH and TenneT Offshore GmbH will erect a 380-kV substation and a converter station, which will enable the transition between AC and DC and thus ensure flexible integration of future generation and transport capacities. Location of the private road: The private road for the energy node "Werderland" will be built immediately next to the boundary of the AMB steelworks site over a length of approximately 710 m. The road will also have a 295 m long dead-end street with a turning area at the end. It will initially serve as a construction road (top layer without wearing course) for construction traffic and transformer transports and will then be upgraded to the final access road (replacement of the wearing course by an asphalt layer) for the 380-kV plant, the 110-kV substation and the converter station. The basis for this are the relevant technical regulations such as RStO, ZTV Asphalt/StB and DIN 18300. The route of the road is determined by the necessity to connect initially to the construction road planned by the Bremen Economic Development Agency, and later to the public access road via the Bremer Industriepark BS 6 (connection point is in the same location). The alignment of the planned private road is coordinated with the requirements of the planned energy facilities. The interface to the Bremer Industriepark was coordinated in advance. The planning area of the construction road is currently not in use, with the exception of the wind turbines still under decommissioning. The construction phase planning is carried out in two stages and ensures that both the construction site logistics and the later final development can be functionally and coordinated. Stage 1: In Stage 1, the construction road will initially be built in construction sections 2 and 3. During the construction period of the substations, this will serve as the central access for material deliveries (sanding), construction traffic and machine movements. For the interim phase, temporary drainage via the existing drainage ditches is planned to ensure drainage during construction activities. Stage 2: In Stage 2, the construction road will then be upgraded to the final private road. In this step, the final superstructure, the road construction facilities and the permanent drainage will be created. The drainage of the private road will be connected to the surrounding drainage infrastructure of the substations, thus ensuring permanent discharge. Points to consider: Access to the construction site until completion of the construction road of the Bremer Industriepark construction stage 6 in the north will be exclusively via the AMB plant site. The daily vehicle contingent is limited to 50 vehicles, so optimisation in logistics (avoidance of empty trips) is desirable and should be taken into account in the scheduling. The excavated soil must be temporarily stored for testing during execution. Only after testing of the aggregate and classification according to EBV or landfill class can the soil be disposed of or recycled. In a previous in-situ test and coordination with a landfill, the construction progress can possibly be accelerated. For the execution planning, additional soil investigations are required (probably in a grid of approximately 50 m) in order to be able to reliably carry out settlement and load-bearing capacity proofs. An ecological construction supervision as well as a soil science construction supervision are required for the construction process, in particular due to adjacent Natura 2000 areas and sensitive soil conditions. Start of construction: Early 2027 End of construction: 31.12.2027 For the tendering phase, the awarding and contractual documents as well as the further documents for the performance description, which will be made available to the bidders during the procedure, are decisive. Further information can be found in the attachment "Project Presentation" (see tender documents, attachment 4).
