Romania – Miscellaneous software development services and computer systems – Servicii de dezvoltare de software și sisteme informatice în cadrul proiectului: „Soluții digitale pentru comunități digitale în cadrul parteneriatului dintre comunele Joseni și Suseni, Județul Harghita”

The subject of the contract is the implementation of the activities related to the project: “Digital solutions for digital communities within the partnership between the municipalities of Joseni and Suseni, Harghita County”, SMIS Code: 335803, funded under the "CENTRU" REGION PROGRAMME 2021 - 2027, INVESTMENT PRIORITY: 2. "A DIGITAL REGION", SPECIFIC OBJECTIVE: 1.2. ENHANCING THE ADVANTAGES OF DIGITALISATION, FOR THE BENEFIT OF CITIZENS, COMPANIES, RESEARCH ORGANISATIONS AND PUBLIC AUTHORITIES, ACTION: 2.1 DIGITAL COMMUNITIES FOR AN INTELLIGENT REGION, INTERVENTION: 2.1.1 DIGITAL COMMUNITIES FOR AN INTELLIGENT REGION - DIGITAL SOLUTIONS, based on the Financing Contract No. 664/19.03.2026. The Municipality of Joseni and the Municipality of Suseni, within the contract, intend to implement, in partnership, four innovative digital solutions to improve administrative efficiency and facilitate access for citizens and businesses to public services. These solutions will serve to increase administrative efficiency, simplify access to public services, and also support the administration in the efficient management of public goods, in the optimisation of maintenance work and technical interventions, and will allow for long-term strategic planning. Furthermore, these digital solutions will facilitate the remote monitoring and control of the water and wastewater infrastructure, ensuring efficient and safe management of resources, thus contributing to sustainable and optimised resource management. The award procedure is organised by the partnership leader, on behalf of and for the members of the partnership, in accordance with art. 44 of Law No. 98/2016. Given the unitary and integrated nature of the digital solution to be implemented, the procurement is not divided into lots. Upon completion of the procedure, each partner will conclude a separate contract with the designated winning economic operator, for the investment part and the financial obligations that fall to them, in accordance with the partnership agreement and the award documentation. Taking into account the provisions of Government Emergency Ordinance No. 98/2017, with respect to the deadline provided for in art. 8 para. (2) of the 2018 Methodological Norms for the application of the provisions of Government Emergency Ordinance No. 98/2017, approved by Decision No. 419/2018 and the notification of ANAP regarding the method of implementing the provisions of art. 160 para. (2) of Law No. 98/2016, sent on 30.07.2018, the number of days within which clarifications can be requested before the deadline for submission of tenders: 18. In accordance with the provisions of art. 161 para. 1 of Law 98/2016, the contracting authority will transmit the responses to the requests for clarification 11 days before the deadline for submission of tenders.
