Description

The procurement process includes an agreement with the Establishment and Terrain Command (ETK) for the delivery of moving services. ETK provides moving services at the Danish Defence's establishments, understood as moving between establishments, within establishments, dismantling, and storage. Moving services may also include dismantling, unpacking, and setting up of office spaces distributed across five (5) regional sub-contracts. The more specific content and scope of the services are outlined in the Framework Agreement. Moving services will be performed at the Danish Defence's locations as outlined in Annex 2 - Establishment Overview. The number of establishments may change during the contract period. The tender is divided geographically into the following five (5) sub-contracts: Sub-contract 1: Region North Jutland Sub-contract 2: Region Central Jutland Sub-contract 3: Region South Denmark Sub-contract 4: Region Zealand Sub-contract 5: Region Capital Region The sub-contracts are divided geographically to enable smaller and medium-sized local businesses to bid for the task. Bids can be submitted for one or more of the tendered sub-contracts. The tenderer must indicate in ESPD section II.A. which sub-contracts they wish to bid for. One (1) bid per sub-contract must be submitted for each sub-contract the tenderer wishes to bid for. The Establishment and Terrain Command notes that it is possible for a tenderer to be awarded all sub-contracts. The Framework Agreement is awarded to two Suppliers, who are ranked in a cascade based on ETK's bid evaluation, according to the tender conditions section 4. Concrete orders under the Framework Agreement will be awarded as follows: Orders are awarded to the first Supplier in the cascade. If this Supplier cannot complete the order within the set deadline according to section 9.1, the second Supplier in the cascade will be awarded the order. It is estimated that the Framework Agreement has an economic value of 24 million DKK in the total contract period. The value is solely an expression of ETK's best estimate at the time of tender, based on previous purchases and expected future purchases. The estimate is not binding for ETK or an expression of a guaranteed minimum turnover for the Supplier. ETK therefore has no obligation to purchase a specific quantity. The maximum economic value of the Framework Agreement in the total contract period amounts to 48 million DKK. The maximum economic scope represents ETK's right to purchase via the Framework Agreement regardless of whether the purchase volume exceeds the estimated value. The maximum economic value is an expression of a total economic value for all sub-contracts and is therefore used across sub-contracts. The Framework Agreement will cease without notice if the maximum value is exceeded before the end of the contract period. The reason for the Framework Agreement's maximum value is the risk that ETK's future needs will exceed the needs estimated at the time of tender, particularly in light of the increased economy and activity level in the Danish Defence as a result of the Danish Defence Agreement for 2024-2033, the Agreement on Strengthening the Danish Defence's Combat Capability of 22 February 2025 and the current security policy situation.
