Description

The Directorate of Cantonal Archaeology (DAC), attached to the Directorate General of Buildings and Heritage (DGIP) of the State of Vaud, is the competent authority for the identification, protection, preservation and enhancement of the canton's archaeological heritage (law on the protection of immovable cultural heritage, LPrPCI; BLV 451.16). In this capacity, it prescribes and oversees numerous archaeological interventions each year, necessitated by public or private construction or development projects: diagnostics, work supervision, preventive excavations, built heritage analysis, post-excavation work and reports. The present contract has the object of concluding two framework agreements by which the contracting authority entrusts, for each lot, a qualified external contractor with the execution of these services on demand from the DAC, for the entire territory of the canton of Vaud. * Lot 1 - Sedimentary Archaeology: detection, evaluation, excavation, sampling and study of buried or surface remains, for all periods (Prehistory, Protohistory, Gallo-Roman period, Medieval, Modern and Contemporary periods excluding elevated structures). * Lot 2 - Built Heritage Archaeology: evaluation, stratigraphic analysis of elevations, surveys, excavation and study of past constructions, located above and/or below ground (Gallo-Roman to Contemporary periods), including additional investigations of their surroundings. The services include fieldwork, post-excavation work, report writing, as well as the delivery of scientific documentation and artefacts according to the DAC's prescriptions. They are carried out under the scientific supervision of the DAC. The detailed scope of each lot, the scientific and methodological requirements and the expected deliverables are defined by the technical specifications attached to the tender dossier. Each framework agreement has a duration of four years from its entry into force, which occurs upon signature and at the earliest on 1 March 2027 (the dates 2027 - 2031 are indicative), with the possibility of extension for one year at the discretion of the contracting authority. The services are released exclusively by specific mandates ordered by the DAC according to its needs; the framework agreement guarantees no minimum volume. For specific mandates whose estimated value does not exceed CHF 150,000 VAT exclusive, the DAC reserves the right to award the service to any qualified contractor. As a purely indicative measure, based on projections from the 2023 to 2026 exercises, the annual volume is approximately CHF 7.5 million VAT inclusive for Lot 1 (100 to 200 specific mandates per year) and CHF 1.3 million VAT inclusive for Lot 2 (50 to 100 mandates per year). The total estimated value of the contract, over the maximum duration of five years, option included, amounts to approximately CHF 44 million VAT inclusive (approx. CHF 40.7 million VAT exclusive). These amounts reflect activity closely dependent on the construction sector and do not constitute any commitment by the contracting authority. Bidders may submit an offer for one lot or for both; only one lot is awarded per bidder. Bidder consortia are not permitted; subcontracting is permitted only exceptionally within the limits set by the tender dossier. The language of the procedure and contract execution is French. The contract is awarded through an open procedure subject to international treaties (AIMP, WTO Agreement on Government Procurement).
