Finland – Vehicles for the emergency services – TP32/26EU Pelastustoimen CBRNE-tiedusteluajoneuvot

The subject of the procurement is the purchase of up to five (5) CBRNE reconnaissance vehicles, as defined in the invitation to tender and its annexes. The procurement includes vehicle, bodywork, equipment, accessory, and protective gear packages, as well as obligations related to commissioning, training, inspection, registration, delivery, and documentation. The aim of the procurement is to implement a nationally uniform solution that supports the cooperation of rescue service cooperation areas and ensures technically and functionally compatible material readiness. The procurement is carried out as a joint procurement. The procurement units participating in the procurement, as listed in the procurement notice and invitation to tender under "Participating organisations", are part of the rescue service cooperation areas. One supplier will be selected in the tender competition. Up to a total of five (5) vehicles can be ordered on the basis of the procurement. The organisation ordering the vehicle will make its own separate procurement contract and written order with the selected supplier. Participation in the procurement does not in itself oblige the organisation to make a procurement contract or order. The procurement is planned to be implemented in two phases: In Phase 1, a total of three (3) vehicles are to be procured for the use of the Northern Finland, Eastern Finland and Western Finland rescue service cooperation areas. According to the current implementation and funding plan, the organisations ordering the vehicles are the North Ostrobothnia well-being area, the North Savo well-being area and the Southwest Finland well-being area, so that each organisation can order one (1) vehicle. The vehicles in Phase 1 must be accepted by the final deadline of 30.11.2027. In Phase 2, a total of two (2) vehicles can be procured for the use of the Central Finland and Southern Finland rescue service cooperation areas. According to the current implementation and funding plan, the organisations ordering the vehicles are the Pirkanmaa well-being area and the Helsinki City Rescue Department, so that each organisation can order one (1) vehicle. The vehicles in Phase 2 must be accepted by the final deadline of 30.11.2029. In addition, the ordering of vehicles in Phase 2 requires that the ordering organisation has been granted sufficient government funding or other funding for the procurement and that the funding decision allows the vehicle to be ordered in accordance with the invitation to tender and the procurement contract. The ordering organisation is not obliged to make an order if sufficient funding is not granted, the conditions of the funding decision do not allow the procurement, or the implementation of the procurement would change significantly due to the funding decision.
