Description

The subject of the procurement is the implementation of a battery energy storage system for Kotkan Julkiset Kiinteistö Oy's properties and their maintenance services, as well as the services of a reserve market aggregator. The total capacity of the battery system to be implemented in phase 1 is approximately 1.3 MW, distributed among the procurement unit's properties as described in the invitation to tender. The procurement unit has an additional procurement option for phase 2 (estimated earliest in 2028–2029). The system to be delivered must be aggregator-independent, i.e., it must be possible to change the operating aggregator. The system to be delivered must meet Fingrid's technical requirements for electricity storage systems SJV2024. The battery manufacturer (modules) must be Tier 1 or 2 (BNEF or equivalent). The system must be intelligent, operating in the most productive way possible with the property in mind. If the candidate is not an aggregator supplier, they must participate in the procurement process together with an aggregator supplier, such that the partner is named by 29.5.2026 at the latest. Procurement decision and project initiation with the selected supplier in June 2026. The minimum requirements for the procurement and the supplier to be selected are stated in the application form. The requirements planned by the procurement unit are stated in the invitation to tender as the starting point for the competitive dialogue procedure.
