This tender concerns Ordrup Gymnasium (hereafter OG) tender for an Agreement on Technical Consultancy and Assistance (Total Consultancy) regarding the expansion, renovation and refurbishment of parts of OG's buildings, located at Kirkevej, Charlottenlund. The overall project and the task for the future total consultant are described in the tender material. The project, which OG wishes to realize and which the future total consultant's services relate to, includes the following main elements in expansion, renovation and refurbishment: - Transformation and expansion of the L-building incl. establishment of a new roof terrace and a new assembly hall - Renovation, refurbishment and modernization of the Art Building - Treatment of the immediately adjacent outdoor areas To be able to implement the project, the Client will enter into a total consultancy agreement on the terms set out in the overall tender material. It is this contract that is hereby tendered. The contract is tendered on the basis of a prepared concept, and thus at an early stage, since OG wishes to enter into early cooperation with a total consultant, who can thus be continuous during the project's realization. The tendered contract, which is a contract concerning technical consultancy and assistance (Total Consultancy), is based on ABR18 terms with the deviations that appear from the tender documents, and will be awarded to one tenderer. The contract with the winning tenderer will be entered into on the terms and conditions set out in the tender material's draft contract with annexes. The project shall be realized in accordance with the Preliminary Master Schedule, which appears from the overall tender material. The tendered contract is expected to be completed in the period Q3 2026 to mid-2028. The Client has chosen the contract form Total Consultancy, and thus not divided the services into several subcontracts, since the project involves extensive renovation and expansion of an existing school in full operation, which results in high complexity in planning, coordination and execution. There is a significant need for close integration between architectural, engineering and technical solutions, including especially in relation to fire strategy, indoor climate, structures and logistics. Due to the many interfaces between the disciplines and the necessity of thinking solutions together in relation to existing building conditions and the daily school operation, it is considered decisive to attach a single total consultant with the necessary expertise internally. This ensures holistic project management, effective coordination, reduced interface problems and greater security for the project being completed within both the time and economic framework as well as with respect for the users and without operation-disturbing conflicts. The Client will award the contract to the tenderer who, on the basis of the award criterion "Best value for money" has submitted the economically most advantageous tender. The tender is carried out as a tender with negotiation according to the rules in the tender law's §§ 61-66. The tender form tender with negotiation has been chosen, as the project involves a complex task, where it is not possible in advance to specify all technical and functional requirements sufficiently precisely. The negotiation form provides the opportunity to clarify and optimize the tenders in dialogue with the tenderers, which is decisive to ensure the best possible quality and economy in the project. The tender form is therefore considered the most appropriate to ensure competition, meet the project's complexity and achieve the economically most advantageous result for the Client. The tender form entails that all interested economic operators can apply to participate in the tender. However, only applicants who the Client selects (pre-qualifies) and invites to do so, may submit tenders. The Client expects to pre-qualify four applicants. The Client can only pre-qualify and award the contract to actors who meet the suitability requirements set out in the tender and who are not covered by grounds for exclusion.
