Hungary – Airport Surveillance System (SUR) – Passzív MSPSR rendszer telepítése

HungaroControl Magyar Légiforgalmi Szolgálat Zrt. (hereinafter HC or the Contracting Authority) is installing a Passive MSPSR system (hereinafter the System) consisting of 4 receiver stations (hereinafter Station) in Budapest TMA and the entire Budapest FIR airspace (hereinafter LHCC) to develop primary air surveillance. The System must be capable of passively detecting aircraft using analogue FM and DVB-T2 signal sources without its own signal source. Pursuant to section 3 of article 46 of Government Decree 321/2015. (X. 30.) (hereinafter: Kr.), the Invitation to Tender draws attention to the fact that, if the unambiguous and generally understandable definition of the subject of the procurement requires reference to a specific brand, origin, type of item, procedure, activity, person, patent or trademark, the designation is made only in the interest of unambiguously defining the nature of the subject, and the term “or equivalent” shall always be understood in addition to the designation. The Invitation to Tender draws attention to the fact that in the case of offering an equivalent item, the tenderer must prove the equivalence in the tender.
