Italy – Miscellaneous health services – Servizio di accertamenti ematochimici, strumentali e visite specialistiche di supporto, per l'attività di sorveglianza sanitaria prevista dal d.lgs. n. 81/08 e s.m.i. per le Sedi Rai dei Centri di Produzione di Milano, Torino e Napoli

With reference to each lot, the contract concerns the execution of the activities necessary to ensure compliance with the current legislation on health surveillance, as provided for in Legislative Decree no. 81/08, art. 41, paragraph 4 and subsequent amendments, concerning the performance of clinical and biological tests and diagnostic and instrumental investigations, in relation to professional risks, as identified by the company doctor with specific dedicated health protocols for the Rai Production Centres in Milan, Turin and Naples. To this end, the conclusion of a Framework Agreement with a single operator is provided for each lot, pursuant to Article 59 of Legislative Decree no. 36/2023, to be carried out according to the methods detailed in the Technical Specification relating to each lot (hereinafter also "Technical Specification"). In particular, the contract concerns the following services: (i) First-level examinations; (ii) Health services for preventive visits – pre-employment and for complex health protocols; (iii) Laboratory tests; (iv) Second-level examinations. The quantities, locations and types of the various services supporting health surveillance are specified in the relevant tables attached to the Technical Specification relating to each reference lot. The services to be performed also include the supply of equipment and the costs related to their transport, as specified in the Technical Specification relating to each lot. During the contractual performance, the haematological and instrumental tests not indicated in the Technical Specification but provided for by Occupational Medicine (so-called "extra") may be requested, which will be necessary in relation to events that occur and are relevant for health surveillance purposes. Pursuant to Article 58 of the Code, the contract is divided into the following 3 lots: Lot no. 1 - Service of haematological, instrumental and specialist medical examinations in support of the health surveillance activity provided for in Legislative Decree no. 81/08 and subsequent amendments for the Rai Production Centre in Milan; Lot no. 2 - Service of haematological, instrumental and specialist medical examinations in support of the health surveillance activity provided for in Legislative Decree no. 81/08 and subsequent amendments for the Rai Production Centre in Turin; Lot no. 3 - Service of haematological, instrumental and specialist medical examinations in support of the health surveillance activity provided for in Legislative Decree no. 81/08 and subsequent amendments for the Rai Production Centre in Naples. Taking into account the principles in the matter, the perimeter of each lot has been defined by applying a geographical criterion for a balance between different objectives: maintaining a logic of territorial continuity for the predominant need related to an efficient management of the contractual performance and, at the same time, allowing the participation of micro, small and medium-sized enterprises (SMEs) capable of modulating their offer in relation to potential territorial specificities. Similarly, it was considered not to further subdivide the different assets in order to achieve the achievement of high economies of scale generated by the aggregation of demand. There are no limitations on the maximum number of lots for which the award to the same competitor is allowed.
