Description

The present procurement concerns the award of a framework agreement for minor maintenance and emergency excavation works for Novafos. The framework agreement covers minor works on the public sewerage system in the municipalities owned by Novafos. Works that generally have an economic value of less than 500,000 kr. and a maximum duration of 14 days. Most of the works will be maintenance works. Novafos expects there to be 2-3 emergency works per year, where the start of excavation work must begin within 4 hours. The tasks will mainly consist of: • Well work (Replacement and repair) • Pipeline work, Ø100- Ø500 mm (Replacement and repair) • Search for pipeline information, excavation permits and draw up a schedule for each task. • Apply for the relevant permits from the authorities. • Draw up a sign plan for each task. The framework agreement for minor maintenance and emergency excavation works is divided into the following sub-agreements: • Sub-agreement 1: Maintenance and emergency works in Ballerup, Gladsaxe and Gentofte • Sub-agreement 2: Maintenance and emergency works in Frederikssund, Egedal and Furesø • Sub-agreement 3: Maintenance and emergency works, Allerød, Hørsholm and Rudersdal It is expected that an agreement will be entered into with three contractors for each sub-agreement, i.e. 9 framework agreements in total. Task allocation under the framework agreement is made according to the cascade model. The sequence among the contractors in the cascade model (primary, secondary and tertiary) may change during the contract period. The contracting authority has two primary objectives with this. Firstly, the contracting authority wants to ensure increased attention among the contractors, so that the contractors only accept tasks that there is capacity to complete within the set deadlines. Secondly, the contracting authority wants contractors to be temporarily demoted in the cascade model in the event of repeated deadline overruns. As part of Novafos' strategic work on sustainability and reduction of CO₂ emissions, contractors, after a run-in period, must exclusively use emission-free machinery and equipment (including hand tools). The requirement does not include vehicles over 6 tons and excavators over 15 tons. The first 2 months of the contract period, expected from 1 November 2026 to and including 1 January 2027, constitute the implementation period. The purpose of the implementation period is to ensure a proper start of the cooperation, including the establishment of work processes, planning routines and correct use of the contracting authority's operating system (Envidrift). During the period, there will be a focus on kick-off meetings, system setup, testing of processes and clarification of the cooperation. The total estimated consumption during the framework agreement period (2 years + 2X12 months option for extension) is: • Estimated total value: 72 million kr. excl. VAT • Maximum total value: 100 million kr. excl. VAT
