Finland – Personnel and payroll services – Henkilöstöhallintopalvelut ja näihin palveluihin liittyvät tietojärjestelmät kokonaispalveluna

The City of Kotka (procurement unit) Personnel Affairs Unit (purchaser) invites tenders for payroll services, human resource management services and the supporting information systems (service package) in accordance with the tender notice and its annexes. The procurement contract will initially be concluded with the single, economically most advantageous tenderer (referred to as the service provider, supplier in the procurement documents). During the contract period, the service provider will produce the service package, including the outsourced payroll services and human resource management services, in accordance with the tender notice and its annexes. In providing the services, the service provider must comply with the legislation in force at any given time, national regulations, statements, guidelines and good accounting practice that bind the service provider and the purchaser. In addition to the above-mentioned services, as part of the service package, the service provider will provide the purchaser with the information systems required for service production, which are fully operational as a SaaS service (system package) in accordance with the tender notice and its annexes. If the tenderer uses system suppliers as subcontractors for the provision of these SaaS services, these must be declared in the tender in accordance with the instructions in the procurement documents.
