Germany – Government services – Kommunikation für den Vollzug des Meeresnaturschutzes in der Ausschließlichen Wirtschaftszone (AWZ), (Rakomm)

For the (enforcement) tasks of the BfN in the Exclusive Economic Zone (EEZ) of the North and Baltic Seas as well as for activities related to the transformation of fisheries, targeted stakeholder-specific communication is required to convey information, regulations, and prohibitions, to promote acceptance, to conduct dialogues to negotiate compromises, to empower stakeholders, and to raise awareness among decision-makers. Overall, marine nature conservation needs more attention both in the general public and among the various user groups and in politics. Only in this way can it be ensured that environmentally compatible solutions are developed in the expansion of marine use. With the work packages divided into 3 lots, both strategic foundations (Marine Nature Conservation Communication Strategy) and concrete services derived from this, as well as concrete products, are to be provided. Since the production of products is to be oriented towards the current, often also short-term needs and is to be derived from the communication strategy to be developed within the framework of this project and from a strategy for the digital communication of marine nature conservation in the BfN to be developed outside this project by the end of 2026, only the framework can be specified in the scope of services. The concrete products and services to be created will be specified once a year. In addition, preparatory tasks are to enable the transfer of existing image data into an image database that is still to be procured. An image data management system provides an essential basis for effective communication. The specific details will be derived from the scope of services, which is part of the tender documents.
