Tuomi Logistiikka Oy invites Pirkanmaa Wellbeing Services County (the contracting authority) to submit tenders for a comprehensive solution for the development portfolio. The subject of the procurement is a comprehensive solution for the development portfolio, which acts as the contracting authority's central tool for the management, monitoring and guidance of projects, project portfolios and strategic portfolios. The system must support the entire lifecycle of projects from ideation, prioritisation, resourcing and decision-making to implementation, monitoring and reporting. The solution must include at least the following management components: - project portfolio and - strategic portfolio, with which the implementation of the strategy and the related projects can be managed as a coherent whole. The procurement is implemented as a SaaS-based software service (System). The system, among other things, manages the basic information of projects, schedules, resourcing, financial and funding information, approval processes, and the status of projects, project portfolios and strategic portfolios for the use of management and other stakeholders. The system must support both operational project management and portfolio and management level decision-making, including reporting, analytics and visual dashboards. The procurement includes the System and its usage rights, the necessary implementation and configuration services, as well as maintenance and support services during the contract period, as described in more detail in the procurement documents. Any additional and expert services, integrations and further developments are implemented in accordance with the terms of the invitation to tender and the contract. The solution must be user-centric, and its functionalities must be easy and intuitive to adopt. The solution must be configurable to the contracting authority's needs, and the contracting authority's main users must have the opportunity to maintain and develop the system as extensively as possible using the management tools it provides. The solution must include versatile reporting and printing functionalities and support the presentation of information in various dashboards. A more detailed description of the content and requirements of the procurement is provided in the annexes to the invitation to tender. The contract is concluded as currently valid. The estimated total value of the procurement is approximately 222,000 euros over a four (4) year period. The value is an estimate and does not bind the contracting authority. The procurement has not been divided into lots, as the subject of the procurement forms a functionally and technically coherent service package, which is not purposefully divided into smaller parts.
