The subject of the procurement is the purchase of specialist medical services for the Central Finland Well-being Services County, for example, for the specialist healthcare psychiatric service area, the open healthcare mental health and substance abuse service unit, and the basic mental health and substance abuse services for children and young people, as well as for the operative and conservative service areas of specialist healthcare. The service is produced as an on-site service at the customer's premises and as a remote service. Possible specialist medical services that can be tendered in the procurement process, where the staff requirements include, among others:

- Specialist in psychiatry (child and adolescent psychiatry, forensic psychiatry, psychiatry)

- Physicians specialising in psychiatry and physicians with a special competence in addiction medicine or physicians with strong expertise and experience in the treatment of severe substance abuse disorders (at least 2 years of work in a substance abuse treatment unit)

- Specialist in internal medicine

- Specialist in surgery

- Specialist in ophthalmology

In addition to the above-mentioned services, other specialist medical services can also be procured within the supplier register. It is clarified that the procurement process does not procure leased labour. This is a call for participation in the procurement, to which market operators wishing to participate in the tenders must submit an application for participation in the Tarjouspalvelu.fi portal. All market operators that meet the eligibility requirements of the call for participation are selected for inclusion in the supplier register. The procurement unit publishes tender invitations, to which only suppliers accepted into the supplier register may submit a tender. Market operators may submit an application for participation at any time during the validity of the supplier register (until 31.8.2030) and thus enable participation in the next tender related to the supplier register. The dynamic procurement process ends at the latest on 31.5.2031, by which time the agreements also end at the latest.
