Romania – Software maintenance and repair services – ,,Servicii de Suport și Mentenanță Platformă Software”

The Contracting Authority wishes, through this procedure, to procure operational support services and maintenance (corrective, adaptive and perfective) for the existing software platform, a procurement that will generate a series of operational and technological benefits for the Romanian Automobile Registry (R.A.R.). By implementing these services, both the central headquarters of the R.A.R. and its territorial representations will be able to benefit from a stable, adaptable and perfective IT system, capable of efficiently supporting institutional activities and facilitating the provision of services to citizens and economic operators. Furthermore, the final beneficiaries will have access to modern IT tools that will contribute to improving access to information, increasing the transparency of the services provided and enhancing interaction with the institution. According to the provisions of Article 160 (1) of Law 98/2016 (hereinafter referred to as “Law 98”) and Article 103 (1) of the Methodological Norms to Law No. 98/2016, approved by Government Decision No. 395/2016 (hereinafter referred to as “Norms”), any interested economic operator has the right to request clarifications or additional information regarding the award documentation, with a deadline of 18 days before the deadline for submission of tenders. In accordance with the provisions of Article 160 (2) and Article 161 (1) of "Law 98", as well as Articles 27 (2)-(4) and 103 (2) of the "Norms", the contracting authority will respond collectively, clearly and completely to all requests for clarification/ additional information by the 11th day before the deadline set for the submission of tenders. The contracting authority will not respond to a request for clarification/ additional information received within the 17-day period before the deadline set for the submission of tenders, the request being considered to have been submitted late. The modification of the public procurement contract, during its period of validity, may be carried out under the conditions provided for in Article 221 of Law No. 98/2016 and the provisions of the ANAP Instruction No. 1/2021.
