Germany – Building construction work – Regionalverkehr Main-Kinzig GmbH - PPP-Hochbauprojekt Planung und Errichtung eines Busbetriebshofes einschließlich anschließender Bewirtschaftung

The contracting authority intends to award the PPP construction project "Planning and construction of a bus depot including subsequent operation" in the industrial and commercial area "Eiserne Hand" in Bad Orb to a private partner through a negotiated procedure. A public works contract is being tendered under § 103 (3) GWB in the form of a "PPP ownership model" with the structural features of "Planning (partly), Financing, Construction and Provision of FM Services" from a single source. The project is to be implemented on the basis of an ownership model on land owned by the contracting authority. The project aims to ensure the long-term provision of a high-performance, economical and future-proof operating site for public local transport in the Main-Kinzig district. The project involves the consolidation of the functions required for operation, including vehicle parking, maintenance, upkeep, administration and the necessary technical, traffic and open spaces, at a single location. The main components of the project include, in particular, a parking hall, a workshop and administration building, technical ancillary facilities, storage areas and the associated access and external facilities. This also includes the construction of a retaining wall to secure the construction site from the adjacent access road as a civil engineering structure. The scope of services includes, in particular, the turnkey construction including the provision of all design and planning services required according to a Functional Specification. The provision of financing services is also part of the tender. After completion of the construction project, the contractor will also provide operating services for the buildings constructed in accordance with this specification for a period of 30 years. The operation includes building maintenance and engineering services. A reference design is available, which will be made available to the bidders.
