Description

The contracting entity intends to open a SAD, the purpose of which is to provide services for the replacement of membrane gas meters with a maximum flow rate of up to 16 m³/h for periodic metrological verification, in the Bucharest and Ilfov area. SAD is a two-stage procedure. The first stage consists of setting up the SAD and qualifying (admitting to the system) the service providers. In the second stage, the qualified service providers are sent an invitation to participate in the tender procedure for a specific procurement. SAD operates as a fully electronic process and is open to any economic operator who meets the selection/qualification criteria for the entire validity period of the procurement system. The award procedure is carried out in two stages, as follows: Stage I – submission of applications to participate in the SAD; Stage II – submission of tenders only by the tenderers qualified at the end of the first stage. All candidates who meet the selection criteria are admitted to the system, but the number of candidates admitted to the system is not limited, which differs from a restricted procedure. Given the open nature of the SAD, after the launch of the SAD and throughout its validity period, an economic operator may join at any time during the validity of the SAD if it meets the criteria mentioned in the participation notice. The contracting entity sends an invitation to participate to all participants admitted under the SAD after Stage I, for the purpose of submitting tenders. The invitation for the submission of the application to participate for each specific procurement must include at least information on: a) the estimated value of the contract; b) the deadline for submission (which cannot be less than 10 days from the date of transmission of the invitation); c) the validity term of the tender; d) the documents requested to meet the clarification criteria, as of the date of transmission of the invitation. In the second stage, it is not mandatory to submit a tender in cases where the proposed procurement does not present an interest. Frequency of contracts to be awarded: In the second stage, the contracting authority will send invitations to participate only to qualified tenderers, usually semi-annually (or as often as needed). The exact quantities of services to be tendered in the second stage of the SAD will only be known at the time of transmission of the invitations to participate. No electronic auction will be held to determine the winning tender in the second stage of the SAD, from which it follows that tenderers will have to submit their best tender by the deadline and time indicated in the invitation to participate. The service provider must carry out the activity of replacing membrane gas meters with a maximum flow rate of up to 16 m³/h (mentioned in Annex 1 of the terms of reference) located in the installations of the customers connected to the DGSR distribution system. The service provider will dismantle the old meter and replace it with a new one, through a simple replacement (with or without additional adaptation) or it may be a replacement with a change of position (installation of a meter with the same flow rate but with different technical elements). Any interested economic operator has the right to request clarifications regarding the award doc. To the extent that these are received at least 18 days before the deadline for submission of applications, the EC will respond clearly and fully to all these requests for clarification by the 11th day before the deadline for submission of applications.
