The contracting authority intends to procure a new Management System for the Cultural School as a SaaS (Software as a Service) service. The purpose of the procurement is to carry out an advertised procurement and conclude a strategic, long-term contract that secures the Cultural School's operations and contributes to increased quality, accessibility, and efficiency. The procurement concerns a management system. The system constitutes a strategic and long-term investment with significant inputs and costs for implementation, training, and integration with, for example, financial systems and other existing systems. The new agreement is to create stable, legally secure, and transparent conditions for the delivery of high-quality services. The agreement is also to support the Cultural School's goal of being an accessible and inclusive activity for children and young people in the municipality. Through the project, the needs of the operations are to be clarified, coordinated, and converted into a contract. LimitationsThe procurement is limited to the Cultural School, the Cultural Strategic Unit, and Rådsparken in Huddinge Municipality. The procurement concerns an agreement for the SaaS service requested, not the ongoing management within the Cultural School, the Cultural Strategic Unit, or Rådsparken in Huddinge Municipality. The project does not include the procurement of related or supporting services that are already regulated by existing municipal-wide agreements. Special ConditionsIn this procurement, the supplier is expected to actively contribute to achieving the set sustainability goals and support the cultural school's pedagogical and social mission:The activity is directed towards children and young people, which places high demands on security, accessibility, and pedagogical adaptation. Deliveries or services need to function in several different locations (schools, cultural venues, external stages, and in Rådsparken), which requires flexibility. Equipment and materials are often used by many users, which places extra high demands on the possibility of tracking, for example, instruments and other equipment. Need for flexible deliveries in line with terms, course starts, and variations in the number of students. Limited financial frameworks require cost-effectiveness and a life-cycle perspective. The activity has a mission to be inclusive, which means requirements for accessible and inclusive solutions. The activity may be dependent on quick support to avoid interruptions in teaching. There is a need for long-term and stable supplier relationships rather than short-term deliveries.
