Description

The subject of the tender is a contract for the following service: Automation of KYC and screening processes as well as for risk management of anti-money laundering prevention. As a promotional bank for North Rhine-Westphalia, NRW.BANK (hereinafter also: Contracting Authority) supports the state in its structural and economic policy tasks. It acts in the public interest, in a competition-neutral manner and uses the entire spectrum of credit-based promotional products - from the classic loan to tailored consulting. Its three promotional areas are "Economy", "Housing" and "Infrastructure/Municipalities". Unlike commercial banks, the customers of NRW.BANK are primarily house banks and other promotional agencies. NRW.BANK strictly observes the prohibition of discrimination in relation to other credit institutions. Its cooperation with cooperative and private banks as well as savings banks follows - in a competition-neutral manner - the house bank procedure. The business of NRW.BANK focuses on the canon of promotional areas defined by the Agreement II. Competitive business (such as commercial real estate financing and the new issuance of covered bonds) was already not pursued by Landesbank NRW, the predecessor institution of NRW.BANK. To fulfil its mandate, NRW.BANK is active in the following areas: - Securing and improving the medium-sized structure of the economy, in particular financing for start-ups and consolidation, - State social housing promotion, - Provision of risk capital, - Urban and municipal development, - Infrastructure measures, - Measures in agriculture and forestry and in rural areas, - Environmental, technology and innovation measures, - Measures of a social, cultural and scientific nature. To the extent that this is directly related to its tasks, NRW.BANK may, in addition to Treasury Management, also conduct business for risk management, take up subordinated loan capital and issue uncovered bearer debentures, profit-participating certificates, public covered bonds and other debt securities. The EU regulation on anti-money laundering (AML) leads to significantly increased requirements for Know-Your-Customer (KYC) and screening processes. The focus is in particular on: - Increased requirements for the identity verification of customers and ultimate beneficial owners (UBO), - A more detailed and traceable investigation of ownership and control structures, - Extended requirements for sanctions and PEP checks, - As well as standardised regular and ad-hoc reviews of existing customer relationships. This is accompanied by a significant increase in the data to be recorded and processed throughout the entire customer lifecycle (onboarding, ongoing care, customer retention). In addition, the requirements for technical and organisational implementation are increasing and require greater automation and system support. For existing customers, a risk-based, gradual migration to the new review processes is planned. Customers with increased risk are to be checked at shorter intervals than customers with a lower risk profile.
