Description

This contract concerns the development, supply, and support of multi-spectral discretion kits (KDM), hereinafter referred to as LOKI. In the face of increasingly powerful sensors on the battlefield, and in order to take into account the need for camouflage of vehicles in motion and during phases of temporary parking, these LOKI systems will be used to reduce the overall signature of these materials, allowing them to blend in with the environment to escape enemy surveillance. They aim to particularly attenuate the detectability of the upper parts (roof and hood) and the running gear. The side part (the flanks of the vehicles) is outside the scope considered. The system will be composed of two segments: the LOKI quick camouflage (CR) hides the running gear and the LOKI semi-permanent (SP) the upper parts. The LOKI systems will provide a modular response to be adapted according to: — the size of the materials to be camouflaged, — the conditions and constraints of use (European theatres, desert or snowy areas), — the characteristics of the threat sensors, by allowing concealment in the different wavelengths of the threat, including visible, near infrared, thermal infrared. The patterns and colours of the camouflage, in the visible and near infrared, will be imposed. ----- The estimated quantity for the framework agreement project is 46 000 LOKI CR, 11 500 LOKI SP, without commitment on the part of the State. The framework agreement will include the possibility of ordering up to 2 times this quantity to cope with any additional needs or crises. ----- It is specified that the deadline and time for the submission of tenders is 11/09/2026 at 12H00 (Paris time). Those listed in section 5.1.12 are in UTC format. ----- This is a Defence or Security Contract. ----- In addition to section 5.1.15: This is a composite framework agreement (fixed part with part on call-off orders. ----- This is a single-awardee framework agreement. ----- As the contract may present significant technical uncertainties, it will include a provisional part for the potential purchase of supplies and services that could not be precisely defined in the initial public contract. ----- Candidates must specify whether they are applying alone or as a group. Type of modification allowed: The composition of the groups cannot be changed between the application and the submission of the offer. ----- In accordance with Article R 2342-7 of the Public Procurement Code, this procedure is not open to economic operators from third countries to the European Union or the European Economic Area. ----- Furthermore, the provisions of Articles R2142-23 and R2342-14 of the CCP apply. ---------- Signature of documents: The documents contained in the application file requiring a signature must be signed by a person authorised to commit the company (with indication of the name, first name, position of the signatory, and with the company's stamp). If the signatory of the documents does not appear in the public information via the SIREN number or the equivalent document for candidates established abroad, any document attesting to the signatory's capacity to commit the company. ---------- As regards electronic files, a signed zip does not count as a signature of the documents it contains. Each document for which a signature is required must be signed electronically and separately by a person authorised to commit the company (cf. 'Modalities of transmission of tenders referred to in section 2.1.4). ---------- A scanned handwritten signature cannot replace the electronic signature. ---------- The provision of all the elements/documents listed in sections 2.1.6, 5.1.9, 5.1.12 is essential, on pain of rejection of the economic operator's application. The documents submitted in support of applications in a language other than French must be accompanied by a translation into French. Only the French version is authentic.
