Netherlands – Access control system – Toegangscontrolesystemen PZH

The Province of Zuid-Holland has a large number of sites in its area, see overview in annex ‘Overview of external locations Province of Zuid-Holland’. Access to these sites is currently secured in various ways. For example, identification for access to buildings is done with a pass and/or physical keys. Managing access to sites, especially where access is arranged via keys, is labour-intensive and inefficient. Furthermore, there is insufficient oversight of which keys have been issued and who is in charge of the keys. As a result, there is insufficient control over who gains/obtains access to secured sites of PZH. This procurement aims to conclude an agreement with 1 supplier for the execution of the scope (see paragraph 2.5) for Access Control on the sites of PZH. With ‘access control’, PZH wants to prevent unauthorized access by individuals and have control over access to (parts of) all sites of the Province. This includes being able to authorize access to sites in a transparent manner, implement authorizations, and have these recorded and managed in an intuitive system that makes management easier, simpler and more efficient. These objectives have been translated by the Contracting Authority into the definition of the Contract, the requirements set for its execution, the requirements set for Undertakings to be eligible for the Contract, the way in which Tenderers are selected and ultimately the most economically advantageous Tender is chosen.
