Description

This project concerns the deployment of a Hypervision system across 13 sites of the department's real estate heritage. The general objectives are:

- Energy optimization through centralized management of consumption and equipment.

- Real-time monitoring of technical installations for increased reactivity.

- Maintenance management through a Hypervision dashboard with alerts and reports.

- Compliance with regulations: Decree BACS, Dispositif Éco Énergie Tertiaire (DEET) standard, etc.

- Improvement of the service provided to users (comfort, understanding of usage, mutualization and simplification of tools).

The scope of this tender concerns:

- Implementation of a multisite Hypervision system.

- Integration of existing buildings with or without automation work.

- Integration of buildings undergoing renovation.

- Integration of third-party software.

- Integration of third-party systems.

The consultation is conducted through a negotiated procedure in accordance with articles L. 2124-3, R. 2124-3 and R. 2161-12 to R. 2161-20 of the Public Procurement Code. The use of the negotiated procedure is permitted under article R.2124-3 4° of the Public Procurement Code: “The contracting authority may award its contracts through the negotiated procedure in the following cases: (…) 4° When the contract cannot be awarded without prior negotiation due to particular circumstances related to its nature, complexity or legal and financial structure, or due to the risks involved; (…).”

The procedure is divided into two distinct phases:

- A qualification phase, at the end of which candidates admitted to submit an offer will be selected.

- A tender phase, at the end of which the successful tenderer will be chosen.

There is no provision for splitting into lots. The service constitutes a homogeneous and integrated set that does not allow for splitting in this consultation. The services will be carried out within an overall period of 18 months (including preparation period) from the date set in the start order.
