Poland – Roadworks – BUDOWA BEZKOLIZYJNEGO SKRZYŻOWANIA DWUPOZIOMOWEGO POMIĘDZY MIEJSCOWOŚCIAMI JUSTYNÓW I JANÓWKA”

The subject of the contract is the development of full project documentation and the execution of construction works in the "design and build" system for the task entitled: "Construction of a grade-separated junction between the localities of Justynów and Janówka" as part of the project "Improvement of safety at level crossings, including their reconstruction into grade-separated junctions". The investment is located along ul. Główna at the intersection with railway lines no. 17 (Łódź Fabryczna – Koluszki) and no. 25 (Łódź Kaliska – Dębica), in the area of the villages of Justynów and Janówka, gmina Andrespol, powiat łódzki wschodni, województwo łódzkie. The scope of the contract subject includes in particular: • the development of comprehensive multi-disciplinary project documentation necessary for the implementation of the investment in the "design and build" system, along with obtaining the required approvals, opinions and administrative decisions, • the design and construction of a grade-separated junction with railway lines no. 17 and no. 25 in the form of a road viaduct over the PKP tracks along the newly designed route of ul. Główna and a tunnel for pedestrians and cyclists along the existing route of ul. Główna; • the elimination of the existing level crossing cat. A no. 017 016 046 located at km 16+046 of railway line no. 17 and at km 21+056 of railway line no. 25 along with associated infrastructure and adaptation of the railway traffic control system (srk); • the reconstruction of the existing platforms of Justynów station and the provision of access from the designed tunnel to the platforms using stairs and ramps; • the expansion and reconstruction of the adjacent road layout (ul. Główna, ul. Lokatorska, ul. Graniczna, ul. Rumiankowa) along with the construction of pavements, parking spaces and road lighting; • the demolition, construction and/or reconstruction of conflicting utility networks, underground and above-ground, to the necessary and essential extent enabling the realization of the intended construction project (electrical, telecommunications, traction, gas, water supply, sewerage networks); • the construction of technological channels; • the construction of drainage for the designed road layout (including a power generating unit for the needs of the water pumping station), engineering structures, platforms and track bed; • the felling of trees and shrubs conflicting with the investment and the implementation of compensatory plantings; • the obtaining on behalf of the Contracting Authority of all necessary administrative decisions, in particular the decision on the permit for the implementation of the road investment (ZRID), the decision on environmental conditions, water law permits and other legal requirements, agreements and opinions. The project documentation which is the subject of the contract should be prepared in a manner enabling the obtaining of a legally binding decision on the permit for the implementation of the road investment (ZRID), and then the implementation of the designed construction works in accordance with the law and the principles of technical knowledge. The Contractor is obliged to obtain on behalf of the Investor a legally binding decision on the permit for the implementation of the road investment (ZRID) or – to the extent that it is not required – a building permit or a notification of the intention to carry out construction works. The Contractor is also obliged to supplement, submit explanations and correct the prepared documents after submitting applications for the issuance of administrative decisions, opinions, agreements or permits, until their finality is obtained. The implementation of the task aims to improve road and rail traffic safety, eliminate level collisions and improve communication between the localities of Justynów and Janówka.
