Germany – Research and development consultancy services – Dienstleistungsauftrag für eine Geschäftsstelle zur Evaluation der Ausgestaltung der Gemeinschaftsaufgabe Forschungsbauten und Großgeräte an Hochschulen nach AV-FGH durch eine unabhängige Evaluationskommission

The Federal Government and the Länder have been cooperating since 2007 to promote research buildings at universities, including large-scale equipment. The aim of this joint task is to improve the investment conditions of German universities for successful participation in national and international research competition. Eligible investment projects include research buildings and large-scale equipment. The joint promotion of research buildings and large-scale equipment by the Federal Government and the Länder is to be evaluated by an independent evaluation commission, whose chair has already been appointed as Frau Prof. Dr. Felser (appointment made by letter from the Chair of the GWK). The up to nine other members of the commission will be submitted to the GWK for decision at the next meeting on 10.07.2026. The task of the evaluation commission will be to produce an overarching, primarily qualitative assessment of the joint task. To coordinate, administer and support the evaluation commission, a service contract for an office is to be tendered throughout Europe. The tasks of the office include, in particular, the preparation of data provided by the actors involved in the joint task, the drafting of text drafts, the final editing of the evaluation report, and the organisation and conduct of the commission meetings and any on-site inspections by the evaluation commission. A survey of applicants for large-scale equipment based on the applications, with a focus on the period of the AV-FGH, is also to be conducted (approx. 2,700 applications since 2019).
