Municipal treasury service. The award of the treasury service, which is the subject of this tender, as provided for in Article 209 of Legislative Decree No. 267/2000 and subsequent amendments and additions, consists of "the set of operations related to the financial management of the local authority and aimed, in particular, at the collection of income, the payment of expenses, the custody of titles and values and the related obligations provided for by law, the statute, the regulations of the authority or contractual rules". The contract and the obligations of the parties are analytically described in the convention approved by Council Resolution No. 5 of 28.01.2026 and in the special terms of reference. The contract is a lump sum contract and consists of a single lot, as the characteristics of the service and the particular execution modalities of the services require a unitary and homogeneous management by a single economic operator, in order to ensure the effective coordination of the activities subject to the contract and the optimisation of resources. The contract value for the five-year duration is € 1,600,000.00 (one million six hundred thousand/00), VAT exempt. The Authority has closed the title portfolios in custody at the municipal treasury; therefore, the 'all-inclusive fee for the treasury and cash service' is considered to be exempt under Article 10, first paragraph, No. 1) of Presidential Decree No. 633 of 1972 (in accordance with the opinion of the Italian Revenue Agency, Response No. 188/2023). The contract value includes the labour costs, which the contracting authority has estimated at € 203,580.00. Given the nature of the service that is the subject of this tender, there is no need to prepare the DUVRI pursuant to Legislative Decree No. 81/2008, also considering that the service is carried out at the Treasurer's premises. The duration of the contract (excluding any options) is 5 consecutive calendar years, starting from the date of signing the convention or the start of the service or the date of early execution of the service.
