Description

The Kölner Verkehrs-Betriebe AG (KVB) intends to procure an ID-based ticketing system (IDBT system) for distribution in public transport. The subject of the procurement is the supply, implementation, integration, commissioning, maintenance and further development of a complete system consisting of vehicle-mounted validators, a background system and the technical operation of the background system as a cloud service (Managed Cloud Service). Maintenance, further development and operation will be carried out for up to 10 years after final acceptance. The contract includes the supply and installation of validators in 406 trams (a total of 1,624 validators), 429 buses (a total of 858 validators) for the entire vehicle fleet of KVB AG and its subsidiary Schilling Omnibus Verkehr (SOV) GmbH, as well as 8 validators for test facilities. Additionally, 505 optional validators are provided for extensions and already planned new vehicle purchases. The procurement of these optional validators will be carried out at the discretion of the contracting entity. The system must support the processing of contactless Open-Loop EMV media (especially Mastercard and VISA), Closed-Loop EMV media and girocard in both physical and digital form as a payment and identification medium. The Closed-Loop EMV media are to be supplied by the contractor as part of the contract. KVB initially intends to operate in the "Known Fare Transaction" (KFT) model. In addition, the system must support the later introduction of a "Pay-as-you-go" (PAYG) model with journey aggregation and best price calculation. The background system must provide functions for payment processing, card account management for Closed-Loop media and customer and administration portals. In addition, the necessary interfaces to the existing system landscape of KVB and to association, distribution and payment systems must be provided and integrated. The final acceptance of the contract is planned two years after the award. A short description of the services is attached to the competition documents. The full description of the services will be published in the tender phase.
