The subject of the contract is the construction of a building for short stays and outpatient consultations at the "Pomnik-Centre for Children's Health" Institute in the "design and build" mode, implemented as part of the programme "European Funds for Infrastructure, Climate, Environment for 2021-2027, priority FENX.06 Health, action FENX.06.01 Health Protection System". The detailed description of the subject of the contract is contained in Annex No. 1, 2 and 3 to the SWZ. The contracting authority does not allow the submission of partial tenders. Reasons for not splitting the contract: The contract has not been split because it constitutes a single comprehensive investment project implemented in the "Design and Build" formula, requiring the maintenance of design and execution coherence and coordination of all sectors. Splitting the contract could result in organisational difficulties, prolongation of the implementation of the investment and dispersion of responsibility for achieving the intended effects. At the same time, the lack of division of the contract into parts does not limit competition, as the subject of the contract corresponds to the standard scope of activity of entities operating on the construction market, and contractors can apply for its implementation independently, jointly as part of a consortium or with the involvement of subcontractors.
