3.1 The subject of the contract includes the collection, transport and disposal of municipal waste originating from residential properties and properties with holiday homes, within the municipality of Uniejów. 3.1.1 As part of the contract, the Contractor is obligated to collect, transport, and dispose of any amount of municipal waste from all residential properties and properties with holiday homes, or other properties used for recreational purposes, used only part of the year, located within the Municipality of Uniejów. 3.1.2 It is also required to collect waste that has been placed next to containers in bags when it does not fit in the containers. 3.1.3 It is also required to collect segregated fractions both in bags and in private containers appropriately marked. As part of the service, the Contractor commits to emptying bins located at bus stops within the City and Municipality of Uniejów. 3.1.4 A detailed description of the subject of the contract and a list of locations of bus stops can be found in Annex No. 8 to the SWZ. 3.2 Collection of municipal waste. The subject of the contract includes the collection of municipal waste, i.e., non-selective collected municipal waste (mixed municipal waste), selectively collected municipal waste. Detailed information is contained in Annex No. 8 to the SWZ. 3.3 The Contractor is obligated to estimate the waste stream in individual fractions, taking into account: 3.3.1 estimated data indicated in Annex No. 8 to this SWZ, 3.3.2 forecast of the municipal waste stream for rural areas contained in the currently valid Waste Management Plan for the Łódź Voivodeship. 3.3. It is expected that the amount of waste during the contract period may change. 3.4 The Purchaser informs that from the date of entry into force of the deposit system, there may be a reduction in the amount of packaging waste from plastics, metals, and glass in the municipal waste stream due to the operation of the deposit system. 3.5 Frequency of waste collection. The Contractor will collect municipal waste from residential properties and properties with holiday homes or other properties used for recreational purposes (used only part of the year) with a frequency set in the schedule approved by the Purchaser. Depending on the place of collection and types of waste, they will be collected once or twice a month, once every half year or upon prior telephone notification. Furthermore, the Contractor commits to emptying bins located at bus stops with a frequency of no less than once a month. In the event of bins being filled with waste, the Contractor is obligated, upon the Purchaser's telephone request, to empty the aforementioned bins. The frequency of waste collection is detailed in Annex No. 8 to this SWZ. 3.6 Organization and maintenance of the municipal point of selective waste collection. 3.6.1 The Contractor is obligated to organize, equip, maintain, and operate the municipal point of selective collection of municipal waste by 1 January 2027. Detailed information is contained in Annex No. 8 to the SWZ. 3.6.2 The Contractor will bear the costs of disposing of waste accepted into the PSZOK. 3.7 The Contractor is obligated to: 3.7.1 prepare and submit annual reports along with a photocopy of waste transfer cards confirming the method of disposal of a given quantity and type of collected waste; 3.7.2 maintain a record of waste in accordance with the possessed concessions and permits as well as documentation of waste management established in separate regulations; 3.7.3 maintain a waste recording system for waste transferred to the PSZOK (at least the type and quantity of transferred waste, origin of waste, and submission of monthly reports specifying the type and quantity of accepted waste, origin of waste, and places of their disposal); 3.7.4 The Contractor has the obligation to respect during the execution of the contract the regulations concerning the protection of the natural environment and traffic safety. Fees and penalties for exceeding during the execution the norms specified in the relevant regulations concerning environmental protection will be borne by the Contractor; 3.7.5 maintain the continuity of service provision during the contract period; 3.7.6 perform the subject of the contract in a professional manner, not causing unnecessary inconveniences and limiting inconveniences for society to an indispensable minimum; 3.7.7 The Contractor is obligated to install by 1 January 2027 at the location indicated by the Purchaser on the computer station computer software allowing for the current reading of monitoring based on the satellite positioning system enabling the permanent recording, storage, and reading of data on the location of vehicles and parking locations as well as sensors recording data on unloading sites in order to verify the correctness of service provision in accordance with the subject of the contract. 3.7.8 bear full responsibility to the Purchaser and third parties for damages to property and health of third parties, arising during and in connection with the execution of the subject of the contract. 3.8 Disposal of waste. The Contractor is obligated to dispose of municipal waste in accordance with the guidelines contained in the detailed description of the subject of the contract. 3.9 Equipping properties with containers and bags for collecting municipal waste. The Contractor is obligated to equip free of charge with bags for selective collection of waste and containers for biodegradable waste.
