Description

The City of Helsinki is arranging pre-primary education in municipal day-care centres and private day-care centres. This call for participation concerns the procurement of pre-primary education produced in private day-care centres, excluding pre-primary education with special support needs. The organiser of pre-primary education, i.e. the City of Helsinki, is responsible for admitting pupils to pre-primary education in accordance with the Basic Education Act. The Education and Training Division of the City of Helsinki (hereinafter also the contracting entity / purchaser) invites service providers to submit applications to the supplier register for the provision of pre-primary education services in accordance with this call for participation and its annexes. A child must participate in a one-year pre-primary education or other activity that achieves the objectives of pre-primary education in the year preceding the start of compulsory education. The municipality is obliged, in accordance with Section 4 of the Basic Education Act, to arrange pre-primary education for children residing in its area in the year preceding the start of compulsory education. A child participating in pre-primary education must have the opportunity to use early childhood education and care services (Early Childhood Education and Care Act Sections 5 and 12, and Basic Education Act Section 6). When planning, organising and making decisions about pre-primary and basic education, the child's best interests must be taken into account as the primary consideration (Basic Education Act Section 3). The municipality may provide pre-primary education services itself or procure them, for example, from a private service provider. The municipality is responsible for ensuring that the services it procures are arranged in accordance with the regulations concerning pre-primary education and the principles of the pre-primary education curriculum. The regulations concerning basic education apply to pre-primary education provided in day-care centres, and in addition, the Early Childhood Education and Care Act and regulations issued on the basis thereof also apply to it. The Education and Training Division of the City of Helsinki establishes a dynamic procurement system for service providers for the period 25.4.2026 - 24.4.2031. The estimated annual total value of the procurement, excluding VAT, is approximately 0 - 4,000,000. The contracting entity is not committed to a specific procurement quantity or value. The service must comply with the directly applicable regulations of the European Union, the laws and decrees of Finland, and the instructions issued by the authorities. The application for participation is binding and must be drawn up in the Finnish language. The procurement process is entirely in Finnish. The procurement is a service procurement in accordance with the e-annex. The procurement procedure and the timetable for submitting applications for participation are described in more detail in Annex 2 Description of the dynamic procurement.
