Germany – Construction project management services – Neuordnung des Parkens in Bremen: Projektsteuerung gemäß AHO

The road spaces, particularly in the city-centre districts of Bremen, are heavily burdened by parked vehicles. Often, parking is not in accordance with the rules. The Federal Administrative Court, in its judgment of 6 June 2024 and the subsequent reasoning of 26 September 2024 (judgment of the 3rd Senate of 6 June 2024 - BVerwG 3 C 5.23), has fundamentally confirmed an holistic, conceptual approach to the gradual regulation of parking, while respecting the principles of equality and proportionality. Based on the judgment of the Federal Administrative Court, the City of Bremen has developed a "Concept for dealing with pavement parking". Parking in Bremen's road spaces is to be re-regulated according to the criteria formulated in the reasoning of the Federal Administrative Court, in terms of its usage requirements and within the framework of existing urban planning needs. In this context, parking will be re-regulated not only in the streets that were the subject of the dispute in the process, but also in all other streets where parking is prohibited on pavements.
