Denmark – Sea wall construction work – Udbud af hovedentreprisekontrakt vedrørende forstærkning af Ballum Dige

The Brede Ådalen Dike Association is a local association responsible for the maintenance and securing of dikes along Brede Å to prevent flooding of the adjacent agricultural areas and valley. The work of the Brede Ådalen Dike Association therefore often consists of maintaining dike crowns and slopes to ensure stability against water pressure. In accordance with this, the Brede Ådalen Dike Association now wishes, on the section from Rømø Dam and south to Vesterende, which totals approximately 7,500 meters, to have the existing Ballum Dike reinforced with clay and sand, where the work will also include excavation and formation of a lake area in connection with the extraction of the sand and clay deposits used for Ballum Dike. On this basis, the Brede Ådalen Dike Association wishes to enter into a construction and installation contract ("the Contract"), which in main points will include the following works and their main quantities:

1. Milling of the vegetation layer on approximately 18.5 ha of dike (on the existing dike slope, foreland and dike crown)

2. Excavation of 26.8 ha of vegetation layer and temporary deposition thereof on the existing dike foreslope, foreland, dike crown and on the back slope

3. Excavation from the existing dike, transport and incorporation of approximately 63,350 m³ of raw soil into the dike

4. Excavation from the existing dike and removal of approximately 23,550 m³ of raw soil from the dike

5. Excavation from the lakes, transport and incorporation of approximately 182,250 m³ of clay

6. Replacement of vegetation layer as well as grass seeding on the new dike profile, 26.8 ha. This is supplemented with transport of vegetation soil from the lakes

7. The necessary quantities of raw soil and clay for the project are extracted by the contractor in connection with the excavation of new lakes close to the subproject. The materials are transported to the dike and incorporated by the contractor. The contractor keeps the lakes dry in connection with the excavation work

8. Completion of the lake banks and re-establishment of affected areas around the lakes

9. Fertilization and grass seeding of all affected areas.

All areas where work is to be carried out are located at Ballum in Tønder Municipality. The clay to be used for the reinforcement is delivered as a client supply, the estimated value of which is approximately 15-16 million DKK. However, the transport of the clay itself will be covered by the works related to the Contract. In addition, a smaller supplementary purchase and delivery as well as laying of suitable stable gravel or crushed concrete for maintenance of interim roads and work roads from the excavation site to the dike incorporation sites will also be covered by the Contract. The Brede Ådalen Dike Association cannot provide electricity, but can be helpful. The works related to the actual dike construction must be carried out from March/April 2027 to October 2028 and may be carried out during the period from 04:00–18:00, provided that this does not conflict with other regulations, including the permit from the Danish Coastal Authority. Furthermore, it is expected that work at the excavation sites can commence approximately one month earlier, i.e. in February 2027. For the sake of dike safety, the contractor is obliged to pause the execution from October 2027 to February 2028, after which the work can be resumed. At the time of the publication of this notice, the Brede Ådalen Dike Association has not received final permission from the Danish Coastal Authority for coastal protection. The permit is therefore provisionally attached as an application and will be replaced by the final permit once it is received. The Brede Ådalen Dike Association expressly reserves the right to cancel the tender if final permission is not obtained. The Brede Ådalen Dike Association also expressly reserves the right to await the conclusion of the contract with the winning tenderer until final permission is obtained. Furthermore, the Brede Ådalen Dike Association expressly reserves the right to cancel the tender if the Brede Ådalen Dike Association does not receive the necessary financing from Tønder Municipality for the implementation of the project, and in this case the Brede Ådalen Dike Association also expressly reserves the right to await the conclusion of the contract with the winning tenderer. The Brede Ådalen Dike Association has not divided the tendered construction and installation contract into subcontracts, as the Brede Ådalen Dike Association assesses that such a division will entail a number of inappropriate technical, legal and practical interfaces with the associated risk of increased transaction costs and risk exposure for the Brede Ådalen Dike Association (hereinafter "the Client"). In particular, the documents work description for workplace, work description for traffic-regulating measures, Asphalt - AAB-SAB-P, AAB-SAB-P SOS and AAB-SAB Earthworks contain a detailed description of the tasks that are covered by the Contract. Any reference to standards shall be understood as a reference to the mentioned standard or equivalent. If the tenderer does not meet the mentioned standard, but equivalent, the tenderer must in the tender document the tendered solution on the relevant parameters is equivalent. The tender is carried out electronically using the tender portal www.udbuddet.dk. The tenderer must therefore be registered as a license holder with www.udbuddet.dk. No remuneration is paid for the tenderers' participation in the tender process. The tenderers are encouraged to carry out an inspection of the section where the reinforcement is to take place. This is especially with regard to the fact that the construction and installation works covered by the tendered Contract are offered as a lump sum. This means that the contractor's remuneration is not adjusted, regardless of whether the quantities stated in the tender list, which form the basis for the lump sum, should prove to be different during the execution of the work. This is also the reason why the Client can make the 3D measurements, which form the basis for the quantities in the tender list, available for part of the tender material.
