Denmark – Construction work – Udbud af fuldskalaløsning til rensning af PFAS og arsen i perkolat og afværgevand fra Skibstrup Affaldscenter

The Contracting Authority is providing a full-scale solution for the treatment of PFAS and Arsenic in percolate and leachate from Skibstrup Waste Centre before discharge to Nordkystens Renseanlæg (hereinafter generically referred to as the "Treatment Solution"). Skibstrup Waste Centre is operated by the Contracting Authority and owned by Helsingør Municipality. The tender follows a completed LAB research project and pilot tests, followed by a full-scale analysis, all of which were carried out with percolate and leachate from Skibstrup Waste Centre, as detailed below. The Contracting Authority, in collaboration with BioScavenge ApS, has conducted a series of pilot tests within the framework of the MUDP POLISH Grant. The tests demonstrated the removal of PFAS22 and inorganic Arsenic from percolate and leachate to levels below the permitted discharge limits. Special resins reduced PFAS22 concentrations to below the currently permitted limit of 100 ng/L, where PFAS was often found to be below detection limits. The concentration of inorganic Arsenic was kept below the permitted limit of 13 μg/L and often close to the detection limit of 0.03 μg/L. The pilot project has been in operation since 7 May 2025 and has treated over 100 m³ of percolate and leachate with an average PFAS22 content of around 2500 ng/L and a resin consumption of less than 100 kg. These promising results indicate much higher PFAS treatment rates at lower costs than the systems currently available on the market. The Treatment Solution shall include a complete treatment plant incl. pre-treatment (including filtration and buffer tank) and shall ensure that the treated wastewater complies with the requirements of Connection Guideline No. 77 of August 2025 for discharge of wastewater to marine waters. The Contracting Authority's preliminary analyses show that at least the following substances shall be treated out of percolate and leachate: PFAS24 treated to below 44 ng/L calculated as PFOAe (PFOA-equivalents) PFOS treated to below 1.3 ng/L Arsenic treated to below 13 µg/L. The Contracting Authority is, as a starting point, responsible for delivering the following (the interfaces are expected to be subject to discussions during the negotiations and may therefore change in the tendering process): Foundation for the Treatment Solution Piping Power Access roads. Option 1: The Treatment Solution shall be prepared to also treat the following substances out of percolate and leachate: Nickel treated to below 16 µg/L Cobalt treated to below 10 µg/L Sulphate treated to below 500 mg/L Bisphenol A treated to below 0.38 µg/L. The functionality that lies in Option 1 (i.e. treatment for also the mentioned substances) will be an add-on in the contract period, but the Treatment Solution, which shall be delivered as a result of this tender (main delivery), shall be prepared for the implementation of the functionality that lies in Option 1. Option 2: The Contracting Authority wishes (if possible) that the Treatment Solution ultimately ensures complete treatment of percolate and leachate, so that the Contracting Authority can discharge directly to a recipient, e.g. to the nearby stream Knudemoseløbet. Complete treatment means that all environmentally hazardous substances are removed from the percolate and leachate during the treatment process. In the contract period, the winning tenderer ("Supplier") shall, together with the Contracting Authority, explore the possibilities of producing the Treatment Solution so that it meets the functionality that lies in Option 2. Option 2 is covered and priced according to the contract's provisions on this. The tender is carried out as a side-by-side tender, which means that tenderers have the opportunity to submit tenders on different solutions (ownership and operation) within the framework of the same tender. The Contracting Authority does not have a prior preference for a specific solution. Tenderers shall submit tenders on at least one of the following side-by-side solutions: Side-by-Side Solution 1 ("as-a-service"): The Supplier owns the Treatment Solution and is responsible for the operation and maintenance of the Treatment Solution during the contract period. The tender shall include a service agreement, as well as Option 1 and Option 2. Side-by-Side Solution 2 ("turn-key"): After completion, the Contracting Authority owns and operates the Treatment Solution. The tender shall include a service agreement, as well as Option 1 and Option 2. Multiple tenders: A tenderer may submit multiple tenders on the same Side-by-Side Solution, e.g. if the tenderer assesses that a Side-by-Side Solution can be met by using different treatment technologies. Contract period: The contract is entered into for an initially undetermined period. The Contracting Authority is entitled to terminate the contract, but no earlier than with effect from 6 years after the contract's entry into force. The Supplier is similarly entitled to terminate the contract, but no earlier than with effect from 10 years after the contract's entry into force (termination conditions are expected to be subject to discussions during the negotiations and may therefore change in the tendering process).
