The main objective of the project is: Development and maintenance of human capital in the Municipality of Pleven, improvement of the quality, inclusive nature and effectiveness of the education and training system, through the application of an innovative educational model, which ensures a sustainable supportive environment for encouraging and expressing the creative abilities and talents of children and students in the municipality (including those whose native language is not Bulgarian). Specific Objective 1: Providing support for children and students in the Municipality of Pleven to develop their creative abilities and talents, to achieve higher results in education, to increase their motivation for learning and to acquire key competencies for future successful career realization through their participation in supplementary and complementary, innovative, project-based and creative educational activities in the fields of STEM, arts, culture, sports and foreign languages. Specific Objective 2: Ensuring new opportunities for creative expression and encouragement of children and students in the Municipality of Pleven to demonstrate their talents, to receive recognition for their abilities and achievements in the fields of STEM, arts, culture, sports and foreign languages through the organization and conduct of public events with a competitive character in the Municipality of Pleven. Specific Objective 3: Improving the quality of education and achieving added value to the applied policies and practices in this field at local level through the creation of an informal network of institutions, organizations and professionals, which provide a supportive environment for children and students in the Municipality of Pleven to develop their creative abilities, motivation for high achievements and successful realization on the labour market. The following activities are included in the scope of the public procurement:​​​​​ By Position 1 - Manufacture, delivery and installation of a permanent sustainable board - 2 units. - Manufacture and delivery of a portable roll-up banner – 1 unit. By Position 2 - Manufacture and delivery of an information brochure for the project - 2000 units. - Manufacture and delivery of information posters - 100 units. The parameters of each of the aforementioned activities under the separate positions are described in detail in the technical specification for the respective position. The present procurement, in the part relating to separate position 2, represents a "reserved public procurement" pursuant to Article 12, paragraph 1, item 1 of the Public Procurement Act, the subject matter of which is included in the List of Goods and Services in accordance with the General Terminological Dictionary, which are intended to be awarded to specialized enterprises or cooperatives of persons with disabilities or to economic entities, the main objective of which is the social and professional integration of persons with disabilities or of persons in a disadvantaged position, approved by Decision of the Council of Ministers No. 591 of 18.07.2016, supplemented by Decision of the Council of Ministers No. 516 of 30.07.2025. The procurement under separate position 2 is intended to be awarded to specialized enterprises or cooperatives of persons with disabilities, pursuant to § 2, item 46 of the Implementing Regulation of the Public Procurement Act, or to economic entities, the main objective of which is the social and professional integration of persons with disabilities or of persons in a disadvantaged position, pursuant to § 2, item 62 of the Implementing Regulation of the Public Procurement Act. In the present procedure for the award of the procurement, under separate position 2, other interested parties may participate, but their offers are considered only if there are no admissible offers from specialized enterprises or cooperatives of persons with disabilities or for economic entities, the main objective of which is the social and professional integration of persons with disabilities or of persons in a disadvantaged position. The present public procurement is awarded through an open procedure pursuant to Article 18, paragraph 1, item 1 of the Public Procurement Act, with the application of the conditions of the "reverse order", pursuant to Article 104, paragraph 2 and paragraph 3 of the Public Procurement Act.
