The Landkreis Northeim (hereinafter: "Granting Authority") aims to provide comprehensive access to gigabit networks. Furthermore, the Granting Authority aims to strengthen its economic location and ensure the competitiveness of its companies. Therefore, a concession contract for the construction and operation of a gigabit network as well as the provision of end-user services in the Nörten-Hardenberg commercial area is to be concluded with a telecommunications company. The Granting Authority has submitted an application for funding under the Federal Government's funding programme "Support for the promotion of broadband expansion in the Federal Republic of Germany" of 03.07.2018, 2nd revision of 28.11.2019, in the special call "Commercial" and has been granted funding. In addition, the Granting Authority has applied for co-financing under the "Guideline on the Granting of Grants for the Promotion of the Expansion of Gigabit Networks in Lower Saxony (RL Giganetzausbau NI)" and has also been granted funding in an interim amount. The funding is to be provided through an investment grant in the amount of the so-called viability gap, i.e. in the amount of the difference between the present value of all income and the present value of the expenditure for the construction and operation of the network.
