Germany – Supporting services for the government – Schlussabrechnungen und weitere Unterstützung Corona-Wirtschaftshilfen

The subject and objective of the present procurement procedure is the provision of various services by the contractor to support the contracting authority and, in particular, its district governments in (1) the examination, processing and settlement of applications or final and closing accounts for economic aid in connection with the Corona pandemic, and (2) all other tasks of the contracting authority and, in particular, the district governments that arise in the context of the administration and settlement of the Corona-related economic aid programmes. In this regard, the typical tasks and services of the contractor, which will form the core of the contractor's support services, are listed under section IV of this service description, but the contractor's services are not limited to these tasks when the services are called up, unless the contracting authority has provided for a restriction to certain services in the individual call-up (see also sections 1 and 4 of the framework agreement text and Annex 1.2 to the framework agreement). The contracting authority has currently assigned its five district governments as the approving authority to administer and settle the Corona economic aid and the NRW immediate aid 2020 (collectively also referred to as "Corona-related economic aid programmes"). The contractor provides its services for the contracting authority and, in particular, the respective competent district government of the state of North Rhine-Westphalia as the current approving authorities - in the present lot 1 primarily for the district governments of Arnsberg, Düsseldorf and Münster - as well as possibly other third parties named by the contracting authority. The contractor is obliged to cooperate with all authorities and other third parties named by the contracting authority in the provision of services, which perform tasks and services in connection with the Corona-related economic aid programmes, if and to the extent that the contracting authority requires this from the contractor. This applies in particular to (1) legal advisors determined by the contracting authority, (2) possibly further service providers of the contracting authority or the district governments or the Federal Republic of Germany ("Bund") still active for the previous approval work from the previous application phase, and (3) the service provider(s) who are possibly used within the framework of a cross-lot project management and audit.
