Finland – Repair and maintenance services of building installations – Kiinteistöautomaatiotöiden puitejärjestely 2027- 2028

The subject of the procurement is the repair, renovation, and construction work related to building automation systems, carried out by the City of Helsinki's urban environment department and construction services Stara. The work primarily targets public buildings and properties maintained by the City of Helsinki. The purpose of the framework agreement for property automation work is to ensure the availability of professional suppliers for maintenance, upkeep, and repair tasks related to various building automation systems. The procurement has been divided into 8 sub-areas by system. The sub-areas have been divided based on the most common property automation systems used in properties maintained by the urban environment department as follows: Sub-area 1: DEOS Sub-area 2: Drive Sub-area 3: Fidelix Sub-area 4: Trend Sub-area 5: Honeywell Sub-area 6: Ouman Sub-area 7: Schneider Sub-area 8: Siemens A more detailed description of the tasks is provided in Annex 1 (Service Description) of the invitation to tender. Based on this procurement process, the suppliers with whom framework agreements will be concluded for the provision of the aforementioned services (framework agreement) will be selected. 1-2 framework suppliers will be selected for each sub-area, provided there are that many suitable bidders. Orders will be placed in accordance with the order of priority based on overall economic advantage. The estimated value of the procurement over the entire procurement period is 9,500,000 euros (VAT 0%) and the maximum value of the framework agreement is 11,700,000 euros (VAT 0%). The values of the procurement (VAT 0%) are distributed among the parties to the procurement chain as follows: - Estimated value of orders from the urban environment department (KYMP) 8,500,000 euros and maximum value 10,200,000 euros. - Estimated value of orders from the City of Helsinki's construction services procurement unit (Stara) 1,000,000 euros and maximum value 1,500,000 euros. The urban environment department (Kymp) of the City of Helsinki invites tenders, together with (as a procurement chain) the City of Helsinki's construction services procurement unit (Stara). The urban environment department is responsible for the competitive dialogue. The parties forming the procurement chain will make all their own procurement decisions and agreements on the matter.
